Creates a grant program and appropriates funds for a program to assist beginning farmers or ranchers to start commercial farm or ranch operations.  Effective 7/1/2050.  (SD1)

RELATING TO SUSTAINABLE AGRICULTURE.

Establishes a cover crop reimbursement pilot program to provide up to one hundred per cent cost reimbursement to farming operations in the State for acquiring cover crop seeds or green manure.  Establishes a cover crop reimbursement pilot program manager position within the Department of Agriculture to administer the program.  Requires a report to the Legislature.  Makes an appropriation. Effective 7/1/2050.  (SD2)

RELATING TO AGRICULTURE.

Updates the laws on agricultural cooperative associations and consumer cooperative associations with regard to, among other things, operations as resale agents, and conversions.  (SD1)

RELATING TO BIOSECURITY.

Establishes the Invasive Species Rapid Response Trust Fund for rapid responses to invasive species emergencies.  Requires the Invasive Species Council to include an accounting of moneys expended in its annual report to the Legislature.  Appropriates funds.  Effective 7/1/2050.  (SD2)

RELATING TO CRIMES ON AGRICULTURAL LANDS.

Imposes extended terms of imprisonment for certain offenses against property rights committed on agricultural lands.  Takes effect 6/18/2050.  (SD1)

Extends the deadline for submitting the strategic plan required by Act 151, Session Laws of Hawaii 2019.  Extends the lapse date for funds appropriated by the Act to 6/30/2021.  Effective 7/1/2050.  (SD1)

RELATING TO AGRICULTURE.
