RELATING TO TOURISM.

Establishes a professional tour guide certification task force to determine whether it is appropriate to require persons who use various state resources for commercial purposes or apply for various commercial use permits to hold and maintain certification or meet minimum requirements, recommend existing certificates or certification programs that may be appropriate for this purpose, and make recommendations and plans regarding any necessary certification and renewal.  (SD1)

RELATING TO BROADBAND SERVICE INFRASTRUCTURE.

Establishes the broadband infrastructure grant program to award grants to applicants to extend deployment of infrastructure used to provide broadband service to unserved and underserved areas of the State.  Makes an appropriation.  Takes effect on 01/01/2020.  (SD1)

RELATING TO COUNTY LAND USE REQUIREMENTS.

Requires public notice of sale of agricultural or preservation property subdivided as a condominium property regime in a planned community association within 90 days of subdivision and sale.  Prohibits any residential use for any period of structures on agricultural and preservation land.  In a county with a population of 750,000 or more, allows for county enforcement of state and county requirements on subdivided agricultural land based on community reports of suspected violations.  Permits consideration of infrastructure and environmental impacts on applications for condominium projects on agricultural land.  Takes effect 7/1/2050.  (SD1)

RELATING TO YOUTH SUICIDE PREVENTION.

Requires the Board of Education to establish and implement youth suicide awareness and prevention training programs and risk referral protocols in public schools, including charter schools.  (SD1)

RELATING TO AGRICULTURE.

Enacts produce safety rules in accordance with the federal Food and Drug Administration Standards for the Growing, Harvesting, Packing, and Holding of Produce for Human Consumption.  (SD1)

RELATING TO GENDER EQUITY.

Requires all places of public accommodation constructed or substantially modified after June 30, 2019, to provide baby diaper-changing accommodations that are equally accessible to men and women.  Requires all existing places of public accommodation that have not been substantially modified to provide baby diaper-changing accommodations that are equally accessible to men and women by July 1, 2022.  (SD1)

RELATING TO ELECTRIC VEHICLES.

Requires that on or after January 1, 2020, all new residential multi-family buildings that have ten or more parking stalls and new commercial buildings that have twenty or more parking stalls have at least twenty per cent of available parking stalls be electric vehicle charger ready.  (SD1)
