RELATING TO TRANSPORTATION. Appropriates funds for the extension of the zipper lane on the H-1 Freeway to Kapolei in the vicinity of the Kualakai parkway on/off ramp. (HB309 HD1)

RELATING TO TRANSPORTATION. Directs the Department of Transportation to develop and implement a single occupant vehicle access fee to use a zipper lane on Oahu. Requires that revenues generated from the single occupant vehicle access fee be deposited in the state highway fund. (HB327 HD1)

RELATING TO THE GENERAL EXCISE TAX. Establishes a five-year general excise tax exemption starting January 1, 2020, for amounts received from the servicing and maintenance of helicopters in an aircraft service and maintenance facility or from the construction of a facility that services and maintains helicopters; provided that 75% of the helicopters serviced and maintained annually in the facility are equipped with quiet technology. RELATING TO MOTOR VEHICLES. Prohibits any vehicle, except a low-range, four-wheel drive vehicle, from being driven through or in Waipio Valley, except under certain circumstances. (HB529 HD1)

RELATING TO THE IGNITION INTERLOCK PROGRAM. Requires compliance with the ignition interlock program before an interlock device is removed. Allows for a constant sobriety program. Authorizes rulemaking. (HB753 HD2)

RELATING TO ELECTRIC FOOT SCOOTERS. Establishes a framework for the Department of Transportation and the counties to regulate electric foot scooters. Adds definition of electric foot scooter. Amends definitions of moped, motor vehicle, rental motor vehicle, and vehicle to exclude electric foot scooters. Prohibits use of electric foot scooters to individuals under the age of eighteen. RELATING TO TRANSPORTATION. Requires the DOT, after consultation with the counties, to adopt rules prescribing uniform standards and specifications for all official traffic control devices placed pursuant to the Statewide Traffic Code. Specifies the factors the DOT and the counties must take into account when setting maximum speed limits on a road. (HB756 HD1)

RELATING TO TRAFFIC SIGNALS ON THE PALI HIGHWAY. Appropriates funds for installing signalized crosswalks and related pedestrian improvements at four specified unsignalized intersections in the Nu‘uanu area of the Pali Highway. (HB839 HD1)

RELATING TO ELECTRIC GUNS. Authorizes law enforcement officers of the Department of Transportation to use electric guns while performing their duties. Requires law enforcement officers of DOT to be accredited by June 30, 2024, for the use of electric guns. (HB1176 HD1)
