Makes permanent the requirement that certain motion picture theater owners and operators provide open movie captioning during at least two showings per week, including at least one showing on a Saturday or Sunday.  Repeals the requirement that certain motion picture theater owners and operators provide the option of personal closed captioning screenings by means of lightweight eyewear.  (SB331 HD1)

RELATING TO DOMESTIC VIOLENCE.

RELATING TO EDUCATION.

Requires DOE to provide specified assessments and evaluations, upon parent or guardian request, to vulnerable students exhibiting behavioral issues and to students who have been suspended for the purpose of providing appropriate services that allow the child to complete education.  Lowers the threshold age for alternative or vocational schools from 16 to 14.  (SB388 HD1)

RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS.

Amends the composition of the Board of Regents of the University of Hawaii, and reduces the number of board members from 15 members to 11 members.  Specifies terms of holdover board members.  Specifies that the Board of Regents shall hold the president of the University of Hawaii and university administration accountable for decisions, actions, and leases that incur additional costs to the university.  (SB919 HD1)

PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 6, OF THE HAWAII STATE CONSTITUTION, TO MODIFY THE APPOINTMENT PROCESS FOR THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII.

Proposes an amendment to article X, section 6, of the Hawaii State Constitution to modify the appointment process for the Board of Regents of the University of Hawaii.  Repeals the Candidate Advisory Council for the Board of Regents of the University of Hawaii.  (SB928 HD1)

RELATING TO STATE LIBRARY SYSTEM.

Specifies that unclaimed funds of $10 or less in the unclaimed property trust fund, upon the expiration of a 5-year time limitation, shall escheat to the State and be transferred to the libraries special fund.  Specifies that unclaimed funds of more than $10 but less than $250 in the unclaimed property trust fund, upon expiration of the time limitation, shall escheat to the State and be transferred to the general fund.  (SB978 HD1)

RELATING TO RENTALS OF MOPEDS AND MOTOR SCOOTERS.

Requires all moped and motor scooter rental companies to ensure the rider wears a safety helmet supplied either by the rental company or by the renter prior to operating the moped or motor scooter.  Exempts riders with a motorcycle license from this requirement.  Prohibits the rental of any moped or motor scooter with aftermarket modifications.  (SB824 HD1)

RELATING TO MOTOR CARRIER VEHICLE SAFETY INSPECTIONS.

Expands the authority of the Director of Transportation over required motor carrier vehicle inspections.  Authorizes the Director of Transportation to adopt administrative rules related to fees.  Effective 7/1/2050.  (SD2)

Status

RELATING TO MOTOR VEHICLES.

Requires an application for motor vehicle registration to include additional identifying information.  Requires the counties to fine the legal or registered owner of an abandoned or derelict vehicle.  Requires the legal or registered owner to have up-to-date motor vehicle registration and motor vehicle insurance prior to repossession of the abandoned vehicle.  (SB1297 HD1)
