Amends ballot requirements to display candidates for the Board of Trustees of the Office of Hawaiian Affairs by residency and non-residency requirements. Requires the names of the candidates in each group to be randomized on individual ballots and on ballots across precincts. (HB1116 HD1)

Appropriates funds for Fiscal Biennium 2019-2021 for the Office of the Trustees (OHA150), Office of Hawaiian Affairs Administration (OHA160), and Beneficiary Advocacy (OHA175). Requires an expenditure of trust funds to pay for the auditor to conduct a financial and management audit. (HB172 HD1)
