RELATING TO HOMELESSNESS.
Appropriates funds to the outreach program, rapid re-housing program, housing first program, family assessment centers, law enforcement assisted diversion program, and coordinated statewide homelessness initiative.  Establishes and appropriates funds for a short-term rental assistance pilot program and a long-term rental assistance pilot program.

RELATING TO HOMELESSNESS.
Establishes the long-term rental assistance pilot program to be administered by the department of health.  Appropriates funds for the administration of the pilot program.

RELATING TO AFFORDABLE HOUSING ON HAWAIIAN HOME LANDS.
Makes permanent Act 141, Sessions Laws of Hawaii 2009, which requires the county to issue affordable housing credits to the Department of Hawaiian Home Lands.  Makes permanent Act 98, Session Laws of Hawaii 2012, which requires the counties to issue affordable housing credits for each residential unit developed by the Department of Hawaiian Home Lands.

Status and Testimony

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.
Excludes from the definition of "public lands" in section 171-2, Hawaii Revised Statutes, lands set aside by the governor to the Hawaii Public Housing Authority (HPHA) or lands to which the HPHA holds title.  Requires legislative approval of the sale of lands to which the HPHA holds title.
