RELATING TO THE HAWAII STRATEGIC DEVELOPMENT CORPORATION.

Prohibits the Hawaii Strategic Development Corporation from investing in fossil fuel or firearm companies.  Requires the Corporation to divest all fossil fuel and firearm investments by 12/31/2024.  Earmarks a portion of the Corporation's profits to the Department of Education.

RELATING TO ECONOMIC DEVELOPMENT.

Requires DBEDT to develop annual regional economic plans for each county to provide K-16 pathways and qualified internship programs to meet each region's specific industry needs.  Exempts qualified internship programs from the procurement process.  Appropriates funds.

RELATING TO TAXATION OF REAL ESTATE INVESTMENT TRUSTS.

Disallows dividends paid deduction for real estate investment trusts.

RELATING TO BROADBAND.

Establishes the Hawaii Broadband Office within the Department of Business, Economic Development, and Tourism.  Establishes the position of State Broadband Strategy Officer.  Requires the Director of Business, Economic Development, and Tourism, or the Director's designee, to convene and chair the Broadband Assistance Advisory Council.  Appropriates funds.

Status

RELATING TO INTOXICATING LIQUOR.

Permits a class 18 small craft producer pub licensee to manufacture not more than 125,000 barrels of malt beverages on the licensee's premises during the license year.  Clarifies that a class 14 brewpub licensee or class 18 small craft producer pub licensee may conduct certain activities at satellite locations other than the licensee's primary manufacturing premises under certain conditions.  Clarifies the definition of "growler".  Allows direct shipment of all forms of liquor, rather than just wine, by certain licensees.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PEARL HARBOR FLOATING DRYDOCK, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Pearl Harbor Floating Drydock, LLC, for the construction of a purpose-built floating drydock at Pearl Harbor to service submarines and surface ships.

Requires a certificate issuer to redeem the remaining value of a gift certificate for cash if the gift certificate has a value of less than $5.

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Repeals Act 67, Session Laws of Hawaii 2018, relating to alternative energy research and funding.  Repeals Act 141, Session Laws of Hawaii 2018, relating to the research and development program in the Hawaii technology development corporation.
