RELATING TO PLANNED COMMUNITY ASSOCIATIONS. On or before June 30, 2021, requires planned community associations to register with the real estate commission. Requires the real estate commission to administer and enforce planned community association laws. Establishes the planned community association trust fund for specific purposes related to planned community associations, including the use of mediation and arbitration of association related disputes.

RELATING TO TRANSFER FEES. Requires real property transfer fees assessed by a condominium association, a cooperative housing corporation, a limited-equity housing cooperative, or a planned community association to include an itemized accounting of services rendered and covered by the transfer fees.

RELATING TO TAXATION. Requires a tax clearance before renewal or issuance of a professional or vocational license.

RELATING TO PUBLIC ACCOUNTANCY. Specifies who may be granted a temporary permit to practice public accountancy. Specifies requirements that must be met prior to obtaining a temporary permit to practice or commencing public accountancy services in Hawaii. Specifies additional requirements for persons granted a temporary permit to practice. Makes conforming amendments to the laws relating to public accountancy. Takes effect on 1/1/2020.

RELATING TO SPEECH PATHOLOGY. Establishes a provisional license for speech pathologists. Takes effect on 10/01/19.

RELATING TO INTIMATE PARTNER VIOLENCE. Requires barber, beauty operator, and instructor licensees under the board of barbering and cosmetology to complete a one-time, one-hour training program on intimate partner violence awareness and education.

RELATING TO PRESCRIPTIVE AUTHORITY FOR CERTAIN CLINICAL PSYCHOLOGISTS. Authorizes and establishes procedures and criteria for prescriptive authority for clinical psychologists who meet specific education, training, and registration requirements. Requires the Board of Psychology to report to the Legislature prior to the Regular Session of 2021. Sunsets on 8/31/2025.
