Establishes an additional motor vehicle registration fee for electric motor vehicles and hybrid motor vehicles, and deposits the money into the state highway fund.  Appropriates funds for the operations and maintenance of the state highway program.  (SD2)

RELATING TO NATIVE HAWAIIANS.

Appropriates funds to the University of Hawai‘i to translate the Hawai‘i State Constitution into the Hawaiian language.  Requires courts, to the extent reasonably possible, to provide interpreter services if any party to a proceeding requests that the proceeding be conducted in the Hawaiian language and appropriates funds to the Judiciary for this purpose.  (SD3)

RELATING TO INCREASING THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF PUBLIC LAND TRUST FUNDS.

Establishes a committee within the Department of Budget and Finance to recommend the annual amount of the income and proceeds from the public land trust that the Office of Hawaiian Affairs shall receive annually.  Effective 7/1/2050.  (SD3)

RELATING TO THE CONVEYANCE TAX.

Establishes an additional conveyance tax for the sale of certain condominiums or single family residences.  Requires that the revenue collected in each county from the additional conveyance tax be allocated to the respective county's affordable housing fund.  Sunsets 6/30/2023.  Effective 7/1/2050.  (SD3)

Authorizes the Agribusiness Development Corporation to enter into contracts with private businesses to remove select municipal solid waste, glass, and food and green waste from the waste stream for use in other business sectors, including agriculture, construction, and energy production; provided the contracts benefit agricultural and agriculture-related projects.  (SD2)

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Imposes the transient accommodations tax on hotel resort fees that are calculated separately from the advertised transient accommodation's rate.  Clarifies that the transient accommodations tax shall be calculated based on the gross rental.  Specifies that the transient accommodations tax is to be collected from transient accommodations intermediaries who arrange transient accommodations at noncommissioned negotiated contract rates in the same manner as transient accommodations operators.  Applies to taxable years beginning after 12/31/2018.  (SD2)

RELATING TO TAXATION.

Imposes registration requirements and the transient accommodations tax on transient accommodations brokers, travel agencies, and tour packagers that enter into arrangements to furnish transient accommodations at noncommissioned negotiated contract rates on their share of the proceeds.  Applies to taxable years beginning after 12/31/18.  Effective 7/1/2050.  (SD3)

RELATING TO CERTIFICATES OF CONVEYANCE.

Allows counties to enact ordinances that require the grantor of real property to include in the certificate or certificates of conveyance a statement regarding whether granted real property that is located within the county may be used for short-term rentals under the county's zoning or land use ordinances.  Requires a grantor, if required by ordinance, to include the required statement with a certificate of conveyance for submission.  (SD2)

RELATING TO HEARING AIDS.

Requires health insurance policies and contracts issued after 12/31/18 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every thirty-six months.  Takes effect on 6/1/2050.  (SD2)

Requires the Department of Health, in collaboration with the Department of Transportation, to conduct a study on the impact of aviation noise on residents of the Puna district and surrounding areas of the Hawaii Volcanoes National Park.  Appropriates funds to the Department of Health to conduct the study.  Effective 7/1/2050.  (SD2)

RELATING TO MEDICAL COVERAGE.

In the event of a controverted workers' compensation claim, requires an injured employee's private health care plan to pay for or provide medical care, services, and supplies; provided that when the claim is accepted, the employer shall reimburse the private health care plan and injured employee.  In the event of an accepted claim for leukemia, multiple myeloma, non-Hodgkin's lymphoma, or certain cancers by a firefighter with five or more years of service, requires an employer to be liable for 137 per cent of medical care, services, and supplies.
