Clarifies the definition of "bicycles" for purposes of county vehicular taxes, highway safety laws, statewide traffic code, and bicycle laws by adding "low-speed electric bicycles" and defining low-speed electric bicycles.  Excludes low-speed electric bicycles from the definitions of "moped", "motor vehicle", and "vehicle".  Prohibits low-speed electric bicycle riding on all sidewalks.

Authorizes the University of Hawaii to issue $100,000,000 in revenue bonds for the purpose of financing the construction and maintenance of qualifying capital improvement projects.

Amends the definition of "aircraft" under section 237-24.9, Hawaii Revised Statutes, to include helicopters.  Exempts amounts received for the servicing and maintenance of helicopters and the construction of helicopter service and maintenance facilities, from the general excise tax.

Imposes registration requirements and transient accommodations tax on travel agencies and tour packagers that enter into arrangements to furnish transient accommodations at noncommissioned negotiated contract rates on their share of the proceeds.

Forgives the debt owed to the State by the Hawaii Tourism Authority for the convention center construction costs and related interest.  Reduces the transient accommodations tax revenue allocation to the convention center enterprise special fund.  Establishes a convention center repair and maintenance special fund and a convention center emergency special fund and allocates a portion of the transient accommodations tax to those funds.  Increases the minimum fund balance of the tourism emergency special fund.  Requires annual reports.

Establishes a class C felony for an assault against a utility worker that causes serious or substantial bodily injury or an assault against a utility worker with a dangerous instrument that causes bodily injury.

Authorizes religious, charitable, educational, and other nonprofit organizations to provide shelter to homeless persons, including by hosting temporary encampments on property owned by the organization.  Imposes limits on the types of ordinances a county may enact or other actions a county may take in regulating the ability of these organizations to provide shelter to homeless persons.  Defines "nonprofit organization."  Limits the liability of county agencies and employees.
