Requires the Department of Agriculture, in coordination with the Agribusiness Development Corporation and University of Hawaii College of Tropical Agriculture and Human Resources, to conduct crop performance testing trials on state agricultural lands of Hawaii's most highly imported food crops. Makes an appropriation. (Proposed SD2)

RELATING TO COMPOSTING. Appropriates funds to the Department of Agriculture to establish a three-year compost reimbursement pilot program to provide reimbursements to farmers and ranchers when purchasing compost from a certified processor, dealer, retailer, or wholesaler licensed to do business in the State. Establishes a compost reimbursement pilot program manager position. Requires the department to report to the legislature. Repeals 12/31/21. (Proposed SD2)

RELATING TO TAXATION. Increases estate taxes for Hawaii net taxable estates valued at over $10,000,000. Raises the conveyance tax rates for residential investment properties with a value of at least $2,000,000. (Proposed SD1)

RELATING TO THE ENVIRONMENT. Authorizes the agribusiness development corporation to enter into contracts with private businesses to remove select municipal solid waste, glass, and food and green waste from the waste stream for use in other business sectors, including agriculture, construction, and energy production; provided the contracts benefit agricultural and agriculture-related projects. (Proposed SD1)

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Imposes the transient accommodations tax on resort fees that are calculated separately from the advertised transient accommodation's rate. Clarifies that the transient accommodations tax shall be calculated based on the gross rental. Amends the formula for the amount of transient accommodations tax to be collected from time shares by increasing the base on which time share occupancy is taxed from one-half of the gross daily maintenance fees paid by the owner and are attributable to the time share unit to an unspecified per cent. Specifies that the transient accommodations tax is to be collected from transient accommodations intermediaries who arrange transient accommodations at noncommissioned negotiated contract rates in the same manner as transient accommodation operators. Applies to taxable years beginning after 12/31/2018. (Proposed SD1)

RELATING TO TAXATION. Expands the low income-household renters' income tax credit based on adjusted gross income and filing status. Amends definition of adjusted gross income to match federal definition. (HB2672 HD1)

RELATING TO LAND ACQUISITION. Establishes the agricultural land acquisition fund to provide funding for the acquisition, administration, maintenance, and management of agricultural lands and irrigation systems to improve food security. Specifies sources of deposits into the fund. Appropriates moneys. Effective 7/1/2050. (Proposed SD2)
