RELATING TO ENVIRONMENTAL PROTECTION. Requires the Environmental Council to adopt and maintain rules requiring all environmental assessments and environmental impact statements prepared pursuant to chapter 343, HRS, to include consideration of sea level rise based on the best available scientific data regarding sea level rise. RELATING TO ENVIRONMENTAL PROTECTION. Renames the Carbon Farming Task Force established by Act 33, Session Laws of Hawaii 2017, as the Greenhouse Gas Sequestration Task Force and makes the task force and Hawaii Climate Change Mitigation and Adaptation Initiative permanent. Aligns the State's clean energy and carbon sequestration efforts with climate initiative goals. Amends membership and duties of the Task Force. Establishes a zero-greenhouse gas emissions target for the State. Makes an appropriation. (SD1)

RELATING TO RESOURCE RECOVERY. Authorizes the Department of Education to issue grants to establish a composting grant pilot project in Department of Education schools. RELATING TO EDUCATION. Appropriates funds to fund existing alternative learning centers or alternative learning schools, a new alternative learning school within the Nanakuli-Waianae school complex area, the planning and designing of alternative learning schools in each of the remaining school complex areas across the State, and one full-time equivalent (1.0 FTE) position to be the director of alternative schools. Takes effect on 7/1/2050. (SD1)

RELATING TO WIRELESS BROADBAND FACILITIES. Establishes a process to upgrade and support next generation wireless broadband infrastructure throughout the State. Establishes a permitting, application, review, and approval process for wireless service providers to install wireless facilities on state or county owned utility poles, or install associated utility poles, in the right of way. Effective 7/1/2050. Applies to permit applications filed with the State or county after 12/31/2018. (SD1)

RELATING TO THE ENVIRONMENT. Requires LRB to update its 1985 study on environmental reorganization for Hawaii and assess the feasibility of implementing the findings and recommendations of the 1991 Department of Environmental Protection Task Force. Makes an appropriation. (SD1)

RELATING TO HEALTH. Creates the Intellectual and Developmental Disabilities Medicaid Waiver Administrative Claiming Special Fund into which federal moneys may be deposited from Department of Health's participation in the section 1915(c) waiver program. Establishes a working group to evaluate and examine the existing application process for the section 1915(c) waiver and other services by the Developmental Disabilities Division. Requires the working group to report to the Legislature prior to the convening of the regular session of 2019. Makes an appropriation. Effective 7/1/3000. (SD1)

RELATING TO HOMELESSNESS. Establishes a 3-year homeless employment grant program that provides homeless individuals with work opportunities and connects them with service providers to begin 7/1/2020. RELATING TO CHILDREN'S HEALTH CARE. Creates a three-year pilot program to expand availability of health care services coverage for infants and children living in Hawaii. Appropriates funds. (HB2738 HD1)

RELATING TO TRAINING. Requires certain government decision-makers at the state and county levels to attend a training course on native Hawaiian and Hawaiian rights. Appropriates funds for the office of Hawaiian affairs to plan and implement the training course. Takes effect on 1/1/2050. (SD1)

RELATING TO MEMBERS OF CONGRESS. Provides that when a candidate other than the incumbent is elected to the office of United States senator, and the incumbent vacates the office prior to the expiration of the incumbent's term, the Governor must temporarily appoint the member-elect to immediately fill the vacancy for the unexpired term. Effective 7/1/2035. (SD1)

RELATING TO ELECTRIC GRID RESILIENCY. Establishes a homeland security and resiliency council to assess the resilience of the State's electric grid and other critical infrastructure to natural disasters and other emergencies and make recommendations. RELATING TO ENVIRONMENTAL PROTECTION. Establishes the plastic pollution initiative with the mission to eliminate plastic waste impacting native species and polluting the State's environment. Establishes the plastic pollution advisory council to collect data regarding plastic pollution and provide recommendations to eliminate plastic waste. Appropriates funds. (SD1)

RELATING TO RESILIENCY. Directs the Public Utilities Commission to establish a microgrid services tariff to encourage and facilitate the development and use of energy resilient microgrids. Takes effect on 7/1/2050. (SD1)
