RELATING TO TAXATION. Amends the formula for the amount of transient accommodations tax to be collected from time shares by increasing the base on which time share occupancy is taxed from one-half of the gross daily maintenance fees paid by the owner and are attributable to the time share unit to an unspecified per cent of the gross daily maintenance fees paid by the owner of the time share and are attributable to the time share unit. RELATING TO DEVELOPMENT OF THE AEROSPACE INDUSTRY. Establishes the Hawaii aerospace development corporation to grow investments and job opportunities in the aerospace industry and for workforce development. Transfers all rights, powers, functions, and duties of the office of aerospace development and Pacific international space center for exploration systems to the Hawaii aerospace development corporation. RELATING TO WIRELESS BROADBAND FACILITIES. Establishes a process to upgrade and support next generation wireless broadband infrastructure throughout the State. Applies to permit applications filed with the State or county after 12/31/2018. (SD1)

RELATING TO PUBLIC-PRIVATE PARTNERSHIPS. Authorizes establishment of five state public-private partnership coordinator positions within the department of accounting and general services to manage certain public-private partnerships entered into by the State and associated contracts, proposals, and negotiations, except public-private partnerships entered into by Hawaii public housing authority. Establishes an office of public-private partnership within the department of accounting and general services. Appropriates funds. (SD1)

RELATING TO TAXATION. Amends the definition of "gross rental" or "gross rental proceeds" to provide that the transient accommodations tax for sales of transient accommodations that are arranged by transient accommodations brokers, travel agencies, and tour packagers shall be calculated based on the transient accommodations broker's, travel agency's, or tour packager's share of the gross proceeds in noncommissioned transactions, rather than the full amount received by the operator of the transient accommodations. Applies to taxable years beginning after 12/31/18. (SD1)

Appropriates funds from the special land and development fund to assist the county of Hawai‘i in conducting the necessary environmental impact studies necessary to complete its redevelopment plan for the Banyan Drive redevelopment area. Reinstate the President of the University of Hawaii as the chief procurement officer for contracts for construction and construction related professional services furnished by licensees under chapter 464, Hawaii Revised Statutes. Requires the University of Hawaii to submit an annual report to the legislature detailing a list of all capital improvement projects approved by the Board of Regents prioritized by each campus no later than twenty days prior to the convening of each regular session. RELATING TO AFFORDABLE HOUSING. Directs the Hawaii Housing Finance and Development Corporation, or the appropriate state entity, to initiate negotiations to keep the units of the Front street apartments on the island of Maui affordable or to acquire the Front street apartments property unless certain conditions are met. Appropriates funds. Takes effect on 07/01/2050. (SD1)

RELATING TO HOMELESSNESS. Establishes and appropriates funds for a three-year housing homeless children pilot program to assist families with minors, or those families with minors at imminent risk of homelessness due to domestic violence, to obtain and maintain permanent housing. Appropriates funds to the Hawaii public housing authority, department of human services, and department of health to support the State's most effective programs to end homelessness: public housing improvements and renovations statewide, housing first, rapid rehousing, outreach services programs to homeless persons, including outreach services to runaway and homeless youth and civil legal services, Oahu's family assessment center, and the LEAD program. RELATING TO THE LOW-INCOME HOUSING TAX CREDIT. Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit. Takes effect on 1/1/2019. (SD1)

RELATING TO THE CONVEYANCE TAX. Increases the rate of real estate conveyance tax for properties with a value of at least $2,000,000. Amends the calculation for the amount of conveyance taxes to be deposited into the rental housing revolving fund. Takes effect on 01/01/2019. (SD1)

RELATING TO HOUSING. Authorizes the director of finance to issue general obligation bonds to construct affordable rental units and homes, homeless shelters or transitional housing centers for the homeless, and a condominium and tiny homes on Hawaiian home lands. Allows moneys from the conveyance tax and the county surcharge on state tax to be used to repay the bonds. Increases the percentage of the conveyance tax collected to be paid into the rental housing revolving fund and repeal the statutory cap of $38,000,000. (SD1)

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Requires the Hawaii public housing authority to establish a program to offer insurance policies to landlords who rent to tenants using the section 8 housing choice voucher program. RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST WITH SPRINKLER RETROFITS. Authorizes the issuance of special purpose revenue bonds to assist not-for-profit private organizations, for-profit private organizations, and public instrumentalities in the retrofitting of low- and moderate-income apartment complexes with sprinkler systems.

Requires the University of Hawai‘i West O‘ahu to submit a report to the legislature regarding educational outcomes. Appropriates funds. (SD1)

Establishes the University of Hawai‘i open educational resources task force to conduct a comprehensive analysis and evaluation on all general education courses and high attendance courses taught at the University of Hawai‘i system to identify open educational resources for those courses. Establishes and appropriates funds for an open educational resources pilot project grant program to incentivize faculty that adopt, develop, and implement open educational resources. (SD1)

Authorizes the construction and use of micro housing units on Hawaiian home lands approved by DHHL, and leased to native Hawaiian beneficiaries who meet the minimum Hawaiian blood quantum requirement notwithstanding county zoning laws. Authorizes the use of the Hawaiian home loan fund and Hawaiian home general fund for assistance in purchasing or renting micro housing units for use on Hawaiian home lands approved by DHHL and leased to beneficiaries who meet the minimum Hawaiian blood quantum requirement. Makes an appropriation to the department of Hawaiian home lands for construction of micro housing units, subject to certain conditions, and to build general organizational capacity of native Hawaiian-controlled nonprofit housing developers. RELATING TO AN AIRPORTS CORPORATION. Authorizes the establishment of the Hawaii airports corporation within the department of transportation for administrative purposes. Transfers the aeronautics functions of DOT to the Hawaii airports corporation by the established transfer completion date agreed upon by Hawaii airports corporation, the director of transportation, and the governor, which shall be no later than July 1, 2021. RELATING TO FISHING. Requires the Department of Land and Natural Resources to license non-commercial marine fishing along with freshwater fishing, engage in public outreach prior to implementing the combined non-commercial freshwater and marine fishing license, and submit reports to the legislature. Prohibits enforcement of requirement to obtain a license to catch marine life for non-commercial purposes until 6/1/2020. (SD1)

RELATED TO SHARK AND RAY PROTECTION. Establishes penalties and fines for any person who knowingly captures, kills, takes, possesses, abuses, or entangles any shark, whether alive or dead, within state marine waters and makes it a misdemeanor. Expands the existing prohibition on knowingly capturing or killing a manta ray to all rays. Expands the prohibition on rays to cover knowingly capturing, killing, taking, possessing, abusing, or entangling a ray, whether alive or dead, within state marine waters. Provides certain exemptions. Takes effect on 07/01/2050. (SD1)
