Establishes the Mauna Kea Management Authority.  Limits the number of telescopes that may be authorized on Mauna Kea.  Authorizes the renegotiation of leases, subleases, easements, permits, and licenses pertaining to Mauna Kea.  Requires that revenue derived from activities on Mauna Kea be shared with the Office of Hawaiian Affairs.  Excludes Mauna Kea lands from the definition of "public lands."  Provides for free access to Mauna Kea for traditional cultural purposes.  Establishes police powers and provides for enforcement of laws on land under the jurisdiction of the Mauna Kea Management Authority.  Appropriates funds.  Effective 12/31/2033.  (SD1)

RELATING TO NATIVE HAWAIIANS.

Establishes the Native Hawaiian health advisory council in the office of health equity to provide guidance to the governor and legislature on issues that impact Native Hawaiians and their communities.  Requires the council to establish, update, and maintain a directory or registry of Native Hawaiian professionals and leaders for governor-appointed positions.  (SD1)

RELATING TO TRAINING.

Requires certain additional government decision-makers at both the state and county levels to complete the office of Hawaiian affairs' training courses on native Hawaiian and Hawaiian rights established by Act 169, SLH 2015.  Requires the office of Hawaiian affairs, upon designation of a date, time, and location of a training course, to notify the governor and the mayors of the several counties of the availability of the training course and the date, time, and location of the course.  Requires the governor and mayors, upon notification, to notify the administrative heads, deputies, and other officials in their respective administrations who are not mandated to complete the course, of the availability, time, date, and location of the course and encourage them to complete the course.  (SD1)

RELATING TO INCREASING THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF PUBLIC LAND TRUST FUNDS.

Establishes a blank amount as the office of Hawaiian affairs' pro rata share of the public land trust.  Transfers a blank amount less certain funds to the office of Hawaiian affairs for underpayment of the public land trust funds for 7/1/12 to 6/30/18.  Requires the department of budget and finance to provide an annual accounting of receipts from lands described in section 5(f) of the Admissions Act.  Establishes a committee to recommend the annual amount of the income and proceeds from the public land trust that the office of Hawaiian affairs shall receive annually.  Appropriates funds.  (SD1)

Authorizes a court to decree the forfeiture of all or any portion of the Employees' Retirement System benefits to which a member, former member, or retirant of state or county employment would otherwise have been entitled if the member, former member, or retirant is convicted of a felony that the court finds to be related to the employment of the member, former member, or retirant.  Requires the employees' retirement system to comply with the court.  Takes effect 1/1/2065.  (SD1)

Prohibits prospective employers from requesting or considering a job applicant's wage or salary history as part of an employment application process or compensation offer.  Prohibits enforced wage secrecy and retaliation or discrimination against employees who disclose, discuss, or inquire about their own or coworkers' wages.

RELATING TO WORKERS' COMPENSATION.

Prohibits employer disputes of workers' compensation claims without reasonable cause or while the claim is pending investigation.  Establishes negotiation, notice, and review procedures for disputed claims.  Establishes penalty for failure to negotiate in good faith.  Permits service providers to charge interest on late bill payments.  Takes effect 1/1/2045.  (SD1)

RELATING TO COLLECTIVE BARGAINING.

Requires the Labor Relations Board to deliver its orders and decisions by hand, USPS mail using a delivery confirmation, or electronically.  Extends the time to hold a hearing on a complaint from 40 to 90 days.  Repeals the requirement for the State to pay for witness fees and to conduct an audit.  Establishes a collective bargaining dispute resolution special fund.  Appropriates funds for one full-time equivalent (1.0 FTE) attorney position, one full-time equivalent (1.0 FTE) chief clerk position, and travel and interpreter costs.  Takes effect 1/1/2050.  (SD1)

RELATING TO TEMPORARY DISABILITY INSURANCE.

Permits advanced practice registered nurses to certify an employee's disability.  Increases the penalty for employers who fail to submit timely wage and employment information.  Permits filing of an appeal of a decision on temporary disability insurance at the various statewide offices of the department of labor and industrial relations.  Allows the department to send notices of hearings electronically or via first-class mail.  Permits notice of a hearing to be posted on the department's webpage, when notice cannot be delivered.  Allows parties to a hearing to appear in person, by telephone, or by other communication device.  Takes effect 1/1/2019.  (SD1)

RELATING TO MEDICAL COVERAGE.

In the event of a controverted workers' compensation claim, requires an injured employee's private health care plan to pay for or provide medical care, services, and supplies; provided that when the claim is accepted, the employer shall reimburse the private health care plan and injured employee.  In the event of an accepted claim for leukemia, multiple myeloma, non-Hodgkin's lymphoma, or certain cancers by a firefighter with five or more years of service, requires an employer to be liable for 137 per cent of medical care, services, and supplies.

Amends the income withholding requirements to impose a fine against any employer who discharges from employment, refuses to employ, or takes disciplinary action against any noncustodial parent subject to income withholding, or who fails to comply with an order of assignment of future income.  (SD1)

RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS.

Establishes the Labor Law Enforcement Special Fund to finance the collection of penalties and fees for violations of labor law; establishes two positions, including an attorney and legal assistant, in the Department of the Attorney General to represent the Department of Labor and Industrial Relations in collecting penalties for violations of law.  (SD1)

RELATING TO THE HAWAII CIVIL RIGHTS COMMISSION.

Authorizes the Hawaii Civil Rights Commission Executive Director to either issue a final conciliation demand or dismiss a discrimination complaint and issue a notice of right to sue after a determination of a reasonable cause of discrimination is made.  Expressly does not extend the Executive Director's authority and discretion with respect to fair housing, to comply with the federal Fair Housing Act.
