Status

RELATING TO HOUSING.

Authorizes religious, charitable, educational, and other nonprofit organizations to provide shelter to homeless persons, including by hosting temporary encampments on property owned by the organization.  Prohibits counties from enacting ordinances that substantially burden the provision of shelter on an organization's own property.  Limits county liability.  (HB2038 HD1)

Status

RELATING TO ENVIRONMENTAL PROTECTION.

Establishes a Hawaii beach preservation special fund.  Authorizes the Department of Land and Natural Resources (DLNR) to expend moneys from the Hawaii Beach Preservation Special Fund to purchase lands threatened by sea level rise or beach erosion.  Requires DLNR to manage the purchased lands.  Creates a working group within the Hawaii Climate Change Mitigation and Adaptation Commission to determine appropriate funding mechanisms for the Hawaii beach preservation special fund.  Establishes a North Shore Oahu Pilot Program under DLNR to explore managed retreat options.  Appropriates funds.  (HB2468 HD1)

RELATING TO DISPOSITION WITHIN STATE BOATING FACILITIES.

Clarifies that the Board of Land and Natural Resources may lease all fast lands and submerged lands within any existing state boating facility pursuant to a request for proposals without regard to section 200-2.6, Hawaii Revised Statutes.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three-minutes.  This three-minute policy will be enforced to ensure fairness and adequate consideration to all bills.
