RELATING TO VICTIM RIGHTS. Provides that failure of state and county officers and employees to carry out or comply with chapter 801D, HRS, may subject them to civil liability, with certain exceptions.

RELATING TO SUICIDE PREVENTION TRAINING. Requires two hours of annual in-service training in suicide prevention for all teachers, principals, and school counselors.

RELATING TO TAXATION. Provides a taxpayer who hires an elderly individual a nonrefundable tax credit for the 6-month period after the individual is initially hired by the taxpayer. Applies to taxable years beginning after 12/31/2018.

RELATING TO STATE FUNDS. Makes appropriations for the pre-payment of the accrued pension liability and other post-employment benefits liability of the State. Makes an appropriation to the emergency and budget reserve fund. States the intent that this Act is intended to comply with the mandate of Article VII, Section 6, of the Hawaii constitution regarding the disposition of excess general fund revenues.

RELATING TO COLLECTIVE BARGAINING. Requires collective bargaining public employees to provide written notification to the employee's exclusive representative to discontinue the employee's payroll assignments within a certain time period. Requires the employee's exclusive representative to provide a copy of the notification to the employer within seven business days of receipt from the employee.

RELATING TO PUBLIC EMPLOYMENT COST ITEMS. Appropriates funds for fiscal biennium 2017-2019 for collective bargaining cost items, salary increases, and other cost adjustments for public employees in collective bargaining unit (14) and for their excluded counterparts.

RELATING TO JOB TRAINING. Establishes a pilot program where candidates for promotion to supervisor or professional positions can shadow supervisors and professionals and receive supervisory and leadership training. Appropriates funds.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Requires the employees' retirement system to divest its investment portfolio of coal, oil, and gas companies within five years and to report certain information to the legislature.

RELATING TO EMPLOYER CONTRIBUTIONS TO THE EMPLOYEES' RETIREMENT SYSTEM. Allows payment of employer contributions to the Employees' Retirement System in advance of the fiscal year in which the contributions are required; provides for interest on and application of the advance payments.

RELATING TO INFORMATION PRACTICES. Permits public inspection and duplication of salary ranges, rather than exact compensation, for legislative employees.
