RELATING TO EMPLOYMENT PRACTICES.

Prohibits an employer from suspending, discharging, or discriminating against an employee for testing positive for cannabis if the employee is a registered qualifying patient who is authorized for the medical use of cannabis.  Provides certain exceptions.

RELATING TO CONTRACTORS.

Raises the threshold under the contractor licensing law's handyman exemption from $1,000 to $5,000.

RELATING TO STATE EMPLOYEES.

Adds a definition of "intern" to the State Ethics Code and includes interns among state employees to whom the code applies.

RELATING TO ELECTRICAL CONTRACTORS.

Provides an exemption to the licensing requirements for certain qualified individuals in situations when high voltage (six hundred volts or higher) electrical work is performed while employed by a Hawaii licensed electrical contractor.

RELATING TO THE EMPLOYMENT OF A MINOR.

Requires an on-set teacher be present with and accompany a minor under 14 years of age whenever the minor is on set and employed for theatrical purposes.

RELATING TO INDEPENDENT CONTRACTORS.

Provides three categories and twelve factors for the department of labor and industrial relations to apply to determine independent contractor status.
