RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE.

Expands the State's existing electric vehicle charging requirements to include parking lots for multi-unit buildings and workplaces.  Creates a ratio to calculate the total number of electric vehicle parking stalls a parking facility with more than 200 stalls must have beginning 7/1/2021.  Allows the director of transportation to fine properties not in compliance with the electric vehicle parking requirements.  Effective 7/1/2020.

Authorizes the Board of Land and Natural Resources to transfer to the Kahoolawe Island Reserve Commission the Board's duties to operate, administer, manage, and maintain the Kihei Small Boat Harbor.  Authorizes the Kahoolawe Island Reserve Commission to undertake those duties.

RELATING TO SPECIAL SHORELINE ENCROACHMENT EASEMENTS.

Authorizes the board of land and natural resources to provide qualified coastal landowners, who have privately owned structures situated on previously private land that has become submerged public land due to erosion and sea level rise, with short duration term easements at values determined by the board to enable these landowners to consider alternatives to ultimately relocate these private structures landward of the shoreline setback line.  Applies retroactively to 07/01/2012.

Establishes a ten-year redevelopment district pilot project within the Kanoelehua Industrial Area and Banyan Drive region until 6/30/2028.  Modifies public land lease restrictions.  Appropriates funds.

Establishes a working group to identify high priority areas that are in need of marine protection management for potential designation as marine protected areas.

RELATING TO AQUATIC RESOURCES.

Requires the Department of Land and Natural Resources, through its Division of Aquatic Resources, to establish a network of marine managed areas in areas identified to provide the most benefit to the State's nearshore marine resources.

RELATING TO MARINE EVENTS.

Requires the Department of Land and Natural Resources to allow applications for marine event permits up to one year in advance and to adopt rules to mitigate hazards posed by vessels, thrill craft, drones, and other means used by spectators to observe or record marine events.  Requires a report to the 2019 Legislature.

RELATING TO CONDOMINIUMS.

Expands the scope of the condominium education trust fund to cover voluntary binding arbitration between interested parties.  Amends the conditions that mandate mediation and exceptions to mandatory mediation.  Makes conforming amendments.
