Authorizes counties to inspect sewer laterals located on private property under certain conditions.  Authorizes counties to compel property owners to inspect sewer laterals under certain conditions and to make repairs as necessary.

RELATING TO CESSPOOLS.

Authorizes the Department of Health to coordinate with each county water department to establish a low interest loan program for the upgrade or conversion of cesspools in each county to septic systems, aerobic treatment unit systems, for connection to an existing sewer system, or other wastewater treatment system approved by the Department.

Directs the Public Utilities Commission to establish a microgrid services tariff to encourage and facilitate the development and use of energy resilient microgrids.

RELATING TO MICROGRIDS.

Authorizes the establishment of a Natural Energy Laboratory of Hawaii Authority (NELHA) microgrid demonstration project for the generation, storage, and distribution of renewable energy on property controlled by NELHA.

RELATING TO CLEAN ENERGY TRANSPORTATION.

Establishes a Clean Transportation Initiative to reduce and ultimately eliminate the use of fossil fuels in all public ground transportation by 2035, and in all ground transportation, with a near term 2025 target benchmark.  Requires the Department of Transportation to collaborate with the Department of Business, Economic Development, and Tourism to achieve the goals of the Clean Transportation Initiative.  Clarifies that the transportation objectives of the State Planning Act include the reduction and ultimate elimination of the use of fossil fuels in all public ground transportation by 2035, and in all ground transportation thereafter.  Repeals the Initiative on 1/31/2046.

Requires UH community colleges to establish energy systems and technology training courses for county officers and employees responsible for permitting, inspecting, licensing, and approving construction projects and an advisory committee of industry stakeholders and to submit a report to the Legislature.  Appropriates funds.

Allows the deposit of funds appropriated by the Legislature into the University of Hawaii Green Special Fund (Fund).  Requires notice to the Legislature for any expenditure from the Fund.

Amends the definition of "renewable portfolio standard" to more accurately reflect the percentage of renewable energy penetration in the State.  Establishes renewable portfolio standards and targets for gas utility companies that mirrors those set for electric utility companies.

Establishes the Office of Clean Energy to assume the duties of the energy resources coordinator, presently the director of the Department of Business, Economic Development, and Tourism.  Transfers the functions of the State Energy Office to the Office of Clean Energy.  Appropriates moneys.

Authorizes the Department of Education to issue grants to establish a composting grant pilot project in Department of Education schools.  Authorizes a composting grant pilot project working group.  Requires report to the Legislature.  Appropriates funds.

RELATING TO MOTOR VEHICLE TIRES.

Authorizes each county to establish a requirement for customers to provide an equal number of used motor vehicle tires to the tire retailer as the number of new motor vehicle tires purchased, or pay a fee that shall be refundable upon provision of the used tires.

Establishes the Hawaii Sustainability Act, including the Office of Sustainability and the State Sustainability Fund.

Requires the Office of Environmental Quality Control to adopt and maintain rules requiring all environmental assessments and environmental impact statements prepared pursuant to chapter 343, HRS, to include consideration of sea level rise based on the best available scientific data regarding sea level rise.

RELATING TO ENVIRONMENTAL PROTECTION.

Makes permanent the Carbon Farming Task Force established by Act 33, Session Laws of Hawaii 2017, and renames it the Greenhouse Gas Sequestration Task Force.  Aligns the State's clean energy and carbon sequestration efforts with climate initiative goals.  Amends membership and duties of the Task Force.  Establishes a zero-greenhouse gas emissions target for the State.  Makes an appropriation.

RELATING TO THE ENVIRONMENT.

Establishes a carbon credit revenue program under the Department of Business, Economic Development, and Tourism that administers revenues realized from the sale of any carbon credits in any established carbon registry and uses the resulting proceeds to fund projects that improve the State's water infrastructure or mitigate threats to water sustainability efforts due to climate change.

RELATING TO ENVIRONMENTAL PROTECTION.

Requires the Department of Accounting and General Services to maintain a database of the costs to state departments and agencies of cleaning up and disposing of polystyrene products in each county that has not enacted an ordinance significantly restricting the use of polystyrene products.  Beginning in 2020, requires each county that has not enacted an ordinance significantly restricting the use of polystyrene products to reimburse the general fund for costs to the State of cleaning up and disposing of polystyrene products in the county.

Status

RELATING TO ENVIRONMENTAL PROTECTION.

Establishes the Plastic Pollution Initiative Program with the mission to eliminate plastic waste impacting native species and polluting the State's environment.  Establishes the Plastic Pollution Advisory Council to collect data regarding plastic pollution and provide recommendations to eliminate plastic waste.  Appropriates funds.
