Amends the cesspool upgrade, conversion, or connection income tax credit pilot program by repealing the provision that restricts DOH from certifying more than two residential large capacity cesspools as qualified cesspools.

RELATING TO CANNABIS FOR MEDICAL USE.

Amends the reciprocity program and adds a visiting patient certifying fee.  Extends expiration of a written certification to 3 years for chronic conditions.  Permits retesting of a failed batch of medical cannabis or products.  Permits dispensary licensees to distribute devices that provide safe pulmonary administration.  Increases the maximum allowable tetrahydro cannibinol limit for multi-pack cannabis products and single containers of oil.

Requires the Department of Human Services to establish a task force to develop a restructured welfare payment system.  Re-establishes the exit and retention bonus program to encourage welfare recipients to transition back into the workforce.  Appropriates funds.

RELATING TO DELAY IN PRIOR APPROVAL FOR MEDICAL SERVICES.

Prohibits health insurance preauthorization requirements that cause undue delay in receipt of medical treatment or services.  Specifies that insurers, but not health care providers, are liable for civil damages caused by undue delays for preauthorization.

RELATING TO MEDICATION SYNCHRONIZATION.

Requires health insurance and hospital and medical service plans that provide prescription drug benefits to apply prorated daily cost-sharing rates for prescriptions dispensed by pharmacies.

Requires that health insurance policies include coverage for clinical victim support services for victims of sexual violence and abuse who suffer from mental disorders.  Defines "clinical victim support service" and "victim of sexual violence or abuse" for the purposes of insurance coverage.

RELATING TO CHILDREN'S HEALTH CARE.

Creates a three-year pilot program to expand availability of health care services coverage for infants and children living in Hawaii.  Appropriates funds.

RELATING TO HEALTH.

Requires home care agencies to be licensed or certified.  Authorizes the Department of Health to inspect home care agencies.  Requires the Department of Health to establish a home care aid registry.  Authorizes the Department of Health to establish procedures for the receipt, investigation, and resolution of complaints against home care agencies.  Authorizes the Department of Health to enter a care facility when investigating a facility or home.  Allows the Department of Health to establish a forum where state-licensed care facilities may post job vacancies.  Imposes criminal penalty for the intentional operation of a community-based foster family home, adult foster family home, adult day care center, or home care agency without a license.  Requires the Department of Health to establish a working group to discuss and provide feedback for the implementation of the job vacancy forum.

Establishes a pre-arrest diversion pilot project for individuals with mental health or substance abuse challenges who allegedly commit nonviolent, nonfelony offenses on state property.  Appropriates funds.

RELATING TO HEALTH.

Appropriates funds to the Department of Health to purchase electronic ankle monitoring bracelets, hand wands, lighting, and closed circuit television cameras for the Hawaii State Hospital.  Authorizes the issuance of general obligation bonds to fund capital improvement projects at the Hawaii State Hospital to improve security.
