Postpones until 1/1/2020 the effective date of certain provisions of Act 152, SLH 2017, that conform Hawaii's insurance producer licensing requirements to national model standards by eliminating the ability of insurance producers to appoint other producers to act as an agent of an insurer.  (HB1624 HD1)

RELATING TO MOTOR VEHICLE INSURANCE.

Allows motor vehicle insurers to satisfy the requirement that insurers provide a complete sales and claims office in the State by allowing the insurer's licensed producer to establish and maintain an office.  (HB1876 HD1)

RELATING TO ASSOCIATION HEALTH PLANS.

Requires association health plan policies to comply with the laws of this State regardless of the association's domicile. Enables certain voluntary associations, including employer associations that issue association health plans, to qualify for authorization to transact insurance in the State.  (HB2208 HD1)

RELATING TO VICTIMS OF SEXUAL VIOLENCE.

Requires that health insurance policies include coverage for clinical victim support services for victims of sexual violence and abuse who suffer from mental disorders.  Defines "clinical victim support service" and "victim of sexual violence or abuse" for the purposes of insurance coverage.  (HB2128 HD2)

Requires barber, beauty operator, and instructor licensees under the board of barbering and cosmetology to complete a one-time, three-hour training program on intimate partner violence awareness and education.  (SD1)

RELATING TO CITATIONS FOR MOTOR VEHICLE REPAIR VIOLATIONS.

Authorizes the issuance of a citation for specific violations of the motor vehicle repair laws and rules by licensees.  Sets forth a process for licensees to contest the citation and provides for the assessment of fines for each violation.  (HB2349 HD1)

RELATING TO CONDOMINIUMS.

Allows a condominium board to borrow money for the installation of equipment for the health and safety of residents and apartment owners in the event of a government mandate without the consent of owners where at least twenty percent of owners reside outside of the United States.  (HB2118 HD1)

RELATING TO CONDOMINIUMS.

Expands the scope of the condominium education trust fund to cover voluntary binding arbitration between interested parties.  Amends the conditions that mandate mediation and exceptions to mandatory mediation.  Makes conforming amendments.  (HB1874 HD1)
