Your Committee on Consumer Protection & Commerce, to which was referred H.B. No. 2249, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO ELECTRIC GRID RESILIENCY,"
begs leave to report as follows:
The Alliance for Solar Choice, Hawaii Solar Energy Association, Inc., Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, Sierra Club of Hawai‘i, Sierra Student Coalition at the University of Hawai‘i, Ulupono Initiative, and several concerned individuals testified in support of this measure. The Hawaiian Electric Company, Inc., Maui Electric Company, Ltd., Hawaiian Electric Light Company, Inc., and an individual testified in opposition to this measure. The Department of Commerce and Consumer Affairs, Department of Business, Economic Development and Tourism, Public Utilities Commission, Distributed Energy Resources Council of Hawaii, Hawaii Green Infrastructure Authority, Life of the Land, and Tesla, Inc. provided comments on this measure.
Your Committee has amended this measure by changing its effective date to July 1, 2050.
As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2249, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.B. No. 2249, H.D. 2.
