A BILL FOR AN ACT
RELATING TO THE CHARGEABLE TRANSIENT QUARTERS REVOLVING FUND.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the Hawaii Army National Guard's 298th Regiment Multi-functional, Regional Training Institute (RTI) is an essential training command for Hawaii and the Pacific region. The RTI trains soldiers and leaders of the U.S. army national guard, active duty, and reserves to the standards required by the U.S. Army Training and Doctrine Command. Trainees are accommodated at the RTI as it is a charitable transient quarters (CTQ) and pay nightly billet (lodging) fees.
The purpose of this Act is to create a chargeable transient quarters revolving fund into which the lodging and billet fees are collected and from which the cost of goods and services furnished are paid. Funds up to $500,000 will be deposited from charges made for training attendees and other authorized occupants and sources.
SECTION 2. The Hawaii Revised Statutes is amended by adding a new section to be appropriately designated and to read as follows:
"§ - Chargeable transient quarters revolving
fund; established. There is
created in the state treasury a revolving fund to be designated as the
chargeable transient quarters revolving fund to be administered by the
department of defense. Moneys deposited into this revolving fund shall be used
to fulfill the purpose of this part and shall include:
(1) Any billet and
lodging funds paid by trainees and other authorized occupants;
(2) Any funds
appropriated by the state legislature or federal government to the revolving
fund; and
(3) The interest or return on investments earned from moneys in the revolving fund."

4. This Act shall take effect on March
19, 2100.
