Appropriates funds to establish and implement the program.

RELATING TO THE HAWAII PUBLIC SERVICE LOAN FORGIVENESS PROGRAM. Creates a public service loan forgiveness program and revolving fund in the University of Hawaii. Establishes eligibility and repayment requirements for individuals who complete an associate, bachelor, or graduate degree program within the University of Hawaii system and agree to work full-time for the State or county for a specified number of years as determined by the university.

RELATING TO THE UNIVERSITY OF HAWAII. Prohibits the University of Hawaii board of regents from increasing tuition fees until 2027. Requires the university to report to the legislature regarding tuition increases and the university's repair and maintenance costs.
