RELATING TO UNDERGROUND STORAGE TANKS.

Requires personnel performing any work on an underground storage tank or on an underground storage tank system to be certified by the American Petroleum Institute and receive ongoing training from the Institute.

RELATING TO ACCESS TO TREATMENT FOR TERMINALLY ILL PATIENTS.

Beginning January 1, 2017, allows manufacturers of investigational drugs, biological products, or devices to make available such drugs, products, or devices to terminally ill patients under certain conditions.

MAKING AN APPROPRIATION TO THE DEPARTMENT OF HEALTH TO REESTABLISH A VECTOR CONTROL BRANCH.

Makes an appropriation to the department of health to hire more vector control employees and reestablish a vector control branch.

RELATING TO LANGUAGE ACCESS.

Appropriates funds to continue the operations of the Statewide Language Access Resource Center and Multilingual Website Pilot Project within the Office of Language Access.

RELATING TO IMMUNIZATION PRACTICES.

Exempts the department of health from the rulemaking process pursuant to chapter 91, Hawaii Revised Statutes, when adopting recommendations from the United States Department of Health and Human Services, Advisory Committee on Immunization Practices.  Requires the department to adopt rules within 90 days.

RELATING TO INFLUENZA IMMUNIZATION.

Requires annual influenza vaccinations for health care workers.  Establishes exemptions for influenza vaccination requirement under certain conditions.

RELATING TO THE SPECIAL ACTION TEAM FOR THE HAWAII STATE HOSPITAL.

Establishes a temporary special action team for the Hawaii state hospital to address the capacity and census issues at the hospital and the development there of a new forensic facility ready for occupancy by June 30, 2019.  Appropriates $50,000 in general funds for the team.

RELATING TO A STATE HOSPITAL.

Authorizes issuance of GO bonds.  Appropriates moneys for the design and construction of a new state mental health hospital to replace the Hawaii state hospital in Kaneohe.

RELATING TO THE DEPARTMENT OF HEALTH.

Authorizes the governor to negotiate with any person for the development or expansion of a forensic facility of the department of health.

RELATING TO THE HAWAII MEDICAL MARIJUANA OVERSIGHT COMMISSION.

Establishes the Hawaii medical marijuana oversight committee.  Requires the committee to evaluate the implementation of medical marijuana, including the impact on patients, the effectiveness of regulatory safeguards, and possible areas of expansion for the medical marijuana program.  Effective January 1, 2017.
