RELATING TO AGRICULTURE.

Allows public utilities to establish certain discounted utility rates for water, electricity, and freight transport for agricultural activities, subject to PUC approval.  Requires the PUC to define "qualified agricultural activities" and "bona fide agribusinesses".  Takes effect 7/1/2050.  (SD1)

Establishes the Hawaii good agricultural practices program to develop and support good agricultural practices for Hawaii farms growing agricultural food products.  Takes effect 7/1/2112.  (SD1)

RELATING TO AGRICULTURAL THEFT.

Establishes a two-year Agricultural Theft Pilot Project in the Department of Agriculture to focus on investigating and prosecuting agricultural theft or agricultural vandalism in the County of Hawaii.  Appropriates funds as a grant-in-aid to the office of the prosecuting attorney, county of Hawaii.  Takes effect 7/1/2050.  (SD1)

RELATING TO BIOSECURITY.

Establishes the Hawaii biosecurity program as a function of the entire DOA.  Requires DOA to establish or participate in private-public partnerships to enhance the biosecurity program and quarantine inspection process.  Appropriates funds for specified projects.  Takes effect 7/1/2050.   (SD1)

RELATING TO THE HAWAIIAN ISLANDS HUMPBACK WHALE NATIONAL MARINE SANCTUARY.

Establishes the state program to co-manage the federally established Hawaiian Islands humpback whale national marine sanctuary.  Establishes a sanctuary co-manager position.  Appropriates funds.  (SD1)

RELATING TO ENVIRONMENTAL PROTECTION.

Gradually prohibits the manufacture and sale of personal care products containing synthetic plastic microbeads to protect marine life.  (HB621 HD1)

RELATING TO CESSPOOLS.

Provides a temporary income tax credit for the cost of upgrading or converting a cesspool to a septic system or an aerobic treatment unit system, or connecting to a sewer system.  (SD1)
