RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Provides for vested death benefits for Hybrid members who become members of the Employees' Retirement System after June 30, 2015; extends period for mandatory refund of contributions to the Employees' Retirement System.

RELATING TO RETIREMENT CREDIT FOR UNUSED SICK LEAVE. Changes the formula for crediting unused sick leave to retirement benefits for public employees who become members of the Employees' Retirement System after June 30, 2015.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Requires an employee receiving workers' compensation benefits to have retirement contributions deducted from those benefits. Establishes deadlines: (1) for public employees who join the employees' retirement system after June 30, 2016 to claim membership service credit for previous service and for military service credit; and (2) for starting payments to acquire membership service credit for previous service, military service and unpaid leave. Provides for payment for acquisition based on actuarial cost.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Requires State and counties to furnish payroll and personnel transaction information to the Employees' Retirement System in the required format. If a department or agency fails to provide the information in the required format, the State or county will be required to pay to the system in a lump sum at the beginning of the fiscal year the amount equal to the employer contributions payable by the department or agency. Unpaid amounts bear interest.

RELATING TO BUDGETING. Requires "position ceilings" to be included in the executive budget and related documents. Requires a "position ceiling" to separately identify the maximum number of permanent and temporary positions authorized in the executive budget. Prohibits the expenditure of funds on positions exceeding the applicable ceiling, with certain exceptions. States intent that the provisions also apply to the judiciary budget by operation of existing law. Takes effect on 07/01/16.

RELATING TO SERVICE ANIMALS. Establishes a misdemeanor for knowingly misrepresenting oneself as the owner or trainer of a service dog.
