Requires the office of youth services to coordinate a five-year safe places for youth pilot program to establish a network of safe places where youth can access safety and services.  Establishes the position of safe places for youth program coordinator.  Establishes rules to allow minors age fourteen and older to consent to enter the safe places program and provide immunity from liability to safe place providers and other related service providers.  Makes appropriation.  (SD1)

RELATING TO YOUTH.

Establishes the resources for enrichment, athletics, culture, and health (R.E.A.C.H.) program in the office of youth services to provide a standardized framework and funding for after-school programs in public middle and intermediate schools.  Establishes a revolving fund to receive fees and other moneys to supplement the costs of administering and operating the program.  Appropriates funds for establishing the R.E.A.C.H. program to provide funding for after-school programs in middle and intermediate public schools.  Establishes one full-time equivalent (1.0 FTE) position to support the program and appropriates funds for that position.  (SD1)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Amends Act 217, Session Laws of Hawaii 2012, as amended by Act 141, Session Laws of Hawaii 2013, to continue the Hospital Sustainability Program by extending the sunset date of the Act, updating the referral dates in the statute, and to revise the funding amount for the hospital sustainability program for fiscal year 2014‑2015.  Exempts the hospital sustainability program special fund from central service expenses assessed under section 36‑27, Hawaii Revised Statutes.  (SD1)

RELATING TO ELECTRONIC SMOKING DEVICES.

Includes electronic smoking devices within the definition of "tobacco products" under chapter 245, Hawaii Revised Statutes, thereby subjecting wholesalers, dealers, and retailers of electronic smoking devices to the same licensing and permitting requirements as wholesalers, dealers, and retailers of cigarettes and other tobacco products.  Increases the license and permit fees for persons engaged as a wholesaler or dealer or retailer of cigarettes or tobacco products, including electronic smoking devices.  Establishes an excise tax on electronic smoking devices equal to an unspecified per cent of the wholesale price of each electronic smoking device kit, electronic smoking device nicotine cartridge, or electronic smoking device nicotine refill sold, used, or possessed by a wholesaler or dealer on or after October 1, 2014.  Amends Hawaii's anti-smoking statute to prohibit the use of electronic smoking devices in places open to the public and places of employment.  Clarifies that the sale, distribution, sampling, or display of electronic smoking devices and the distribution of promotional materials, or coupons redeemable for promotional materials, for tobacco products, including electronic smoking devices, are restricted in the same manner as cigarettes and other tobacco products.  License and permit fees and excise tax effective 01/01/2015.  (SD1)

RELATING TO TOBACCO PRODUCTS.

Imposes an excise tax equal to eighty-five per cent of the wholesale price of any tobacco product, other than large cigars, sold by a wholesaler or dealer on and after January 1, 2015, whether or not sold at wholesale, or if not sold then at the same rate upon the use by the wholesaler or dealer.  Requires any increase in the excise tax rate imposed on cigarettes or little cigars on or after 1/1/2015 to trigger an automatic excise tax increase on other tobacco products on or after 1/1/2015.  Requires the additional moneys collected under the excise tax to be deposited to the credit of the Hawaii cancer research special fund.  Effective 1/1/2050.  (SD1)

RELATING TO DEVELOPMENTAL DISABILITIES ADULT FOSTER HOMES.

Prohibits legal guardians, trustees, and relatives from continuing to care for individuals with intellectual or developmental disabilities in a certified foster home.  Defines "related" as related by blood or marriage or having a legal relationship between a certified caregiver and a foster adult.  Permits minors with intellectual or developmental disabilities to age in place under certain conditions.  Clarifies that certified adult foster homes dually certified as foster boarding homes shall not exceed a total of three individuals with intellectual or developmental disabilities.  Does not impact the validity of certification of adult foster homes that are dually certified as foster boarding homes and in existence as of the effective date of this Act.  Takes effect on 1/1/2050.  (SD1)

Authorizes an emergency appropriation for FY 2013-2014 from general funds to the Department of Health, for ongoing services provided by the developmental disabilities division to the Compact of Free Association population that is eligible for those services.  (SD1)
