RELATING TO RENEWABLE ENERGY. Requires the department of taxation, in collaboration with the department of business, economic development, and tourism, to submit a joint report to the legislature each year that is related to tax credits for renewable energy technology properties, the total cost of the renewable energy tax credits to the State, and the estimated economic benefit of the renewable energy tax credits for each of the previous four taxable years. Appropriates funds to the respective departments for necessary costs in preparing and submitting the joint report. (SD1)

RELATING TO TAXATION. Establishes renewable fuels production income tax credit. Repeals ethanol facility tax credit. Effective for taxable years beginning after December 31, 2014. (SD1)

RELATING TO RENEWABLE FUELS. Establishes the renewable fuels task force within the department of business, economic development, and tourism. Requires the renewable fuels task force to perform a feasibility study involving locally produced renewable fuels. RELATING TO RENEWABLE ENERGY. Allows the public utilities commission to establish community-based renewable energy tariffs by which electric utility customers may own portions of a renewable energy facility that sells energy to the utility, regardless of the physical siting or interconnection of the renewable energy system. Effective 7/1/50. (SD1)

RELATING TO HEALTH. Makes an appropriation of $500,000 for a pilot program to provide treatment and supportive services to chronic, substance-dependent adults.

RELATING TO CHILDHOOD OBESITY. Requires primary care physicians and pediatricians to provide an annual body mass index measurement to patients from age two to eighteen years. Requires primary care physicians and pediatricians to annually report anonymous age and body mass index statistics to the Hawaii health information exchange. Requires health plans to cover expenses related to body mass index measurement beginning on 1/1/2015. (SD1)

RELATING TO PROJECT KEALAHOU. Appropriates $50,000 for the continued funding of project kealahou, within the child and adolescent mental health division of the department of health.

RELATING TO MENTAL HEALTH. Authorizes the director of finance to issue general obligation bonds for the department of health to develop a secure inpatient psychiatric facility to serve the mentally ill who need stricter security, and inmates and detainees who need a higher level of mental health care. Requires the department of health to establish a task force to study the needs of the populations served by the psychiatric facility and develop a coordinated interagency action plan to implement services at the new inpatient psychiatric facility. RELATING TO GROUP HOMES. Establishes and appropriates funds for the establishment of a registry for clean and sober homes within the department of health by July 1, 2015; amends the county zoning statute to comply with the federal Fair Housing Amendments Act and repeals definitions for terms that are defined elsewhere in the Hawaii Revised Statutes, are not used, or will be codified elsewhere in the Hawaii Revised Statutes; and excludes clean and sober homes from the residential landlord-tenant code.

RELATING TO TRAFFIC SAFETY. Appropriates funds for the traffic signal capital improvement project at the intersection of Piilani highway and Kulanihakoi street in Kihei, Maui.

RELATING TO LAW ENFORCEMENT. Transfers the law enforcement functions of the harbors division of the department of transportation to the department of public safety, effective July 1, 2016. (SD1)
