RELATING TO EDUCATION. Requires the department of education to name the new public high school in Kihei, Maui, the "Patsy Takemoto Mink High School" in honor of the late United States Representative Patsy Takemoto Mink.

RELATING TO EDUCATION. Authorizes the state public charter school commission to assess fees for help offset its operating costs. Clarifies the legal status of an approved charter applicant. Makes various amendments to the charter school law for clarity and consistency. (SD1)

RELATING TO ECONOMIC DEVELOPMENT. Establishes an agricultural foreign-trade zone; specifies boundaries, jurisdiction, and benefits. (SD1)

RELATING TO GOVERNMENT. Requires a state agency that is required to report to the legislature to provide written notice to the president of the senate and the speaker of the house of representatives in cases where it cannot meet the reporting deadline. Allows the legislature to reduce a state agency's budget in cases where an appropriation was made to assist it with the report and the state agency fails to submit the report to the legislature by the deadline or fails to provide proper notice that the state agency cannot meet the reporting deadline. Requires state agencies to provide the legislature with a detailed list of any and all reports due one week prior to the reports' due date.

RELATING TO ECONOMIC DEVELOPMENT. Creates an agricultural technology park under the high technology development corporation. Designates certain properties to be included in the park. (SD1)

RELATING TO URBAN WATER CONSERVATION. Establishes a four-year pilot program requiring DAGS to implement irrigation water conservation best management practices, as established by the Landscape Industry Council of Hawaii and report to the Legislature. Makes an appropriation.

RELATING TO AGING. Part I: Establishes a fall prevention and early detection coordinator within Department of Health's Emergency Medical Services and Injury Prevention System Branch. Appropriates funds. Part II: Removes hiring requirement by director of health in accordance to chapters 76 and 89, Hawaii Revised Statutes, for the position of Alzheimer's disease and related dementia services coordinator. Appropriates funds for the Alzheimer's disease and related dementia services coordinator. Appropriates funds for various kupuna, aging, disability, and senior center programs. Part III: Requires the executive office on aging of the department of health to conduct an education and awareness campaign on long-term care and have the campaign independently evaluated. Appropriates funds. Part IV: Establishes an elder justice coordinator position within the executive office on aging. Appropriates funds. Part V: Establishes a long-term supports and services system and resource development coordinator within the executive office on aging. Appropriates funds. (SD1)

RELATING TO AFFORDABLE HOUSING. Appropriates funds to improve and increase the existing public housing stock in the State. Authorizes the issuance of general obligation bonds and the appropriation of funds for deposit into the rental housing trust fund and the dwelling unit revolving fund to finance affordable rental housing development and infrastructure development. Appropriates funds for the construction of micro apartment housing units. Appropriates funds to build housing for beneficiaries on homestead land. Appropriates funds to build affordable housing projects for veterans.
