RELATING TO QUALIFIED COMMUNITY REHABILITATION PROGRAMS.
Amends the civil service exemption for personal service contracts for custodial and grounds maintenance services with qualified community rehabilitation programs to last no more than one year and at a cost of $850,000 per contract.  Effective July 1, 2030.  (HB1588 HD2)

RELATING TO JUVENILE JUSTICE.
Appropriates funds to the Family Court Division of the Judiciary and the Office of Youth Services to reduce juvenile delinquency recidivism through evidence-based practices and mental health and substance abuse treatment programs, respectively.  Effective July 1, 2030.  (HB2489 HD2)

RELATING TO JUVENILE JUSTICE.
Appropriates moneys to the office of youth services to contract for mental health treatment, substance abuse treatment, and practices proven to reduce the likelihood of recidivism among court-involved youth or youth placed on probation.  Effective July 1, 2050.  (HB2659 HD1)

RELATING TO PAYMENT OF WAGES.
Clarifies that employers may pay wages by direct deposit under certain conditions.  Allows employers to pay wages by pay cards or similar means of electronic payment card under certain circumstances.  Makes employers responsible for any fees incurred if an employer has insufficient funds for the direct deposit.  Creates an exception to the State's Money Transmitters Act for use of pay cards that cannot be used internationally, be used for transfers from person to person, or be reloaded from a non-depository source.  Effective July 1, 2112.  (HB1814 HD2)

RELATING TO CAMPAIGN FINANCE.
Creates a public funding program for elections to the State House of Representatives.  Repeals provisions under the existing partial public financing program specifically applicable to candidates for the Offices of Governor, Lieutenant Governor, State Senator, and State Representative pertaining to campaign expenditure limits, maximum amounts of public funding, and minimum amounts of qualifying contributions.  Appropriates funds.  Effective July 1, 2030.  (HB2533 HD2)
