MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FOR THE MED-QUEST DIVISION.

Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2013-2014 to address the budget shortfall for the general support for health care payments program (HMS 902) in the Department of Human Services.  Effective upon approval.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION.

Addresses primary care physician shortages by appropriating funds for the interdisciplinary Hawaii health systems corporation primary care training program at Maui Memorial medical center.

RELATING TO HEALTH.

Makes an appropriation to establish and fund two special emergency medical response vehicle units based in Puna and Makalei on the island of Hawaii, including acquisition of vehicles, equipment and personnel costs.

Establishes a fall prevention and early detection coordinator within the Department of Health's Emergency Medical Services and Injury Prevention System Branch.  Appropriates $78,555 for FY 2014-2015.

RELATING TO CAREGIVING.

Requires hospitals to allow patients the opportunity to designate a caregiver.  Requires hospitals to include designated caregiver in patient's medical record, notify caregiver prior to patient's transfer or discharge, consult with caregiver about patient's discharge plan, and instruct designated caregivers in after-care tasks.

RELATING TO AGING.

Part I:  Establishes a fall prevention and early detection coordinator within Department of Health's Emergency Medical Services and Injury Prevention System Branch.  Appropriates funds.  Part II:  Removes hiring requirement by director of health in accordance to chapters 76 and 89, Hawaii Revised Statutes, for the position of Alzheimer's disease and related dementia services coordinator.  Appropriates funds for the Alzheimer's disease and related dementia services coordinator.  Appropriates funds for various kupuna, aging, disability, and senior center programs.  Part III:  Requires the executive office on aging of the department of health to conduct an education and awareness campaign on long-term care and have the campaign independently evaluated.  Appropriates funds.  Part IV:  Establishes and appropriates funds for one full-time equivalent permanent prevention of elder abuse and fraud position under the executive office on aging.  Part V:  Appropriates funds for awareness and education of elder abuse, neglect, and fraud.

Establishes the Office of Health Care Transformation within the State Health Planning and Development Agency.  Changes the name of the State Health Planning and Development Agency to the Hawaii Health Care Planning and Policy Authority.  Establishes the Health Care Transformation Special Fund.

Authorizes the Insurance Commissioner to collect and publish health premium information.

RELATING TO HEALTH.

Transitions the Hawaii Health Connector from a private to a state entity.  Makes changes to the composition of the Hawaii Health Connector Board.  Creates a consumer, patient, business, and health care advisory group and an intergovernmental agency advisory group to provide input and recommendations to the Board.

Status

RELATING TO THE HAWAII HEALTH CONNECTOR.

Effective July 1, 2014, lowers the number of members on the board of directors of the Hawaii health connector to twelve, with a maximum of nine total voting members.  Removes members representing insurers and dental benefit providers from the board and requires all but one of the state agency representatives on the board to be ex officio, nonvoting members.  Establishes procedures for filling vacancies on the board.

Establishes the Hawaii Health Connector as a state entity as of 01/01/2015.

Requires the Hawaii health insurance exchange to comply with open meeting and notice provisions and provide an annual report to the legislature.  Clarifies the conduct of board meetings.  Implements enforcement provisions and penalties for violations of open meeting and notice requirements.

RELATING TO HEALTH INSURANCE RATES.

Requires individual health insurance plans and small group plans to establish rates based on community rating.

RELATING TO HEALTH INSURERS ASSESSMENTS.

Establishes a sustainability fee for the Hawaii health connector.  Deposits the fee into a special subaccount of the compliance resolution fund.

RELATING TO HEALTH INSURANCE NAVIGATORS.

Establishes licensing, examination, and annual renewal requirements for community navigators assisting consumers with the purchase of health insurance in conjunction with the Hawaii Health Insurance Exchange.
