Allows the Community Colleges Special Fund to receive, disburse, and account for funds for required reserves. Eliminates certain programs from the purview of the Special Fund. Effective July 1, 2014.

Requires the University of Hawaii Board of Regents to complete annual training on board policies and procedures, Hawaii's Sunshine Law, and Hawaii's open records law. Requires the removal of a regent who fails to meet specified conditions. Effective July 1, 2013.

Establishes the Hawaii Justice League Program to provide loan repayments on behalf of eligible lawyers that pursue public interest work in Hawaii. Provides for loan repayments by the University of Hawaii William S. Richardson School of Law. Creates the Hawaii Justice League Revolving Fund. Makes an appropriation. Effective July 1, 2525.

Prohibits DLNR from reducing the net acreage of public hunting area on each island. Requires the BLNR to make comparable state land available for hunting upon the loss of land within a public hunting area. Requires the DLNR to submit an annual report. Effective December 1, 2014.

RELATING TO CHAPTER 171, HAWAII REVISED STATUTES.

Authorizes the BLNR to extend, in addition to hotel and resort leases, commercial and industrial leases for the purpose of substantial improvements to the leased premises. Extends BLNR's authority to extend leases until December 31, 2017. Effective July 1, 2050.

RELATING TO PUBLIC LANDS.

Grants certain lessees of public land the right to extend a lease ten years prior to expiration based on financing for capital improvements on the land. Establishes appraisal process for determination of fair market value for rental purposes. Provides for payments to the lessee for depreciated value of improvements where the lease is not extended.

RELATING TO STORMWATER MANAGEMENT.

Authorizes the counties to establish and charge user fees for stormwater management. Creates a working committee in the Department of Health to prepare a work plan to support storm water management systems and infrastructure. Appropriates funds. Effective July 1, 2050.
