Authorizes injunctive relief and damages for private nuisance due to excessive noise.

RELATING TO MARIJUANA.

Authorizes persons 21 years of age or older to consume or possess limited amounts of marijuana for personal use.  Provides for the licensing of marijuana cultivation facilities, product manufacturing facilities, safety testing facilities, and retail stores.  Applies an excise tax on transactions between marijuana establishments.

Status

RELATING TO CAMPAIGN SPENDING.

Requires noncandidate committees to identify certain top contributors for advertisements.  Requires the campaign spending commission to maintain public records in a searchable database.  Amends reporting requirements for persons and organizations.  Authorizes the commission to monitor and penalize all persons failing to report campaign spending.  Mandates the commission to implement rules for campaign spending consistent with campaign spending laws within 360 days of the effective date of this Act.  Effective 11/05/14.

HB 1481

Status

RELATING TO CAMPAIGN SPENDING.

Exempts the offices of governor and lieutenant governor from the scope of the partial public financing law.  Changes the law on qualifying contributions, voluntary expenditure limits, and maximum amount of available public funds for candidates for the office of state senator or state representative.  Requires the campaign spending commission to submit a report on further statutory amendments to facilitate the implementation of this Act.  Appropriates funds to the campaign spending commission to prepare for the partial public financing of elections in 2014.

RELATING TO THE YOUNG ADULT VOLUNTARY FOSTER CARE ACT.

Sets the requirements for extending the age of foster care to age twenty-one.

RELATING TO ELECTIONS.

Transfers the responsibility of supervising elections from the office of elections to the office of the lieutenant governor.  Eliminates the office of elections and the elections commission.

Makes permanent certain state and county protections from liability on improved lands.  Makes permanent the protection from liability for county lifeguards, counties, and the State for damages resulting from rescue, resuscitative, or other lifeguard services.

Allows temporary restraining orders against harassment and domestic abuse to be issued upon the submission of oral sworn testimony or complaint to a judge by electronic means.

RELATING TO ANIMALS.

Creates registry of felony animal abusers and authorizes public access to the registry.  Establishes the violation of registration requirements as a class C felony.  Effective 1/1/2014.

RELATING TO GAMBLING OFFENSES.

Amends definitions in the gambling laws to address gambling activities offered incident to the purchase of goods or services.

RELATING TO LEGAL SERVICES.

Permits a deputy attorney general, except for the Attorney General's first deputy, to provide pro bono legal service if, in the determination of the Attorney General, the pro bono legal service does not conflict with the duties of the deputy's office.
