RELATING TO THE HOUSING LOAN AND MORTGAGE PROGRAM. Increases the Hula Mae Multifamily Revenue Bond authorization amount.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Requires the HCDA to determine the costs and benefits of selling and purchasing certain properties within the Kakaako community development district. Requires the report to be submitted to the 2013 legislature.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Amends section 206E-191, Hawaii Revised Statutes, to permit the Hawaii Community Development Authority's Kalaeloa Community Development District ex-officio members to designate a representative with voting powers in the event they are unable to attend an authority meeting.

RELATING TO THE HAWAII LEGACY TRUST FUND. Establishes the Hawaii legacy trust fund as a separate fund of the Hawaii Community Foundation to encourage individuals to make strong financial investments while supporting conservation, reforestation, environmental stewardship, sustainability, affordable housing, public education, and the well-being of the State's keiki and kupuna.

RELATING TO HUNTING. Requires written permission from a landowner of privately owned land to allow persons with valid hunting licenses to hunt on their land. Allows the carrying of unloaded firearms and ammunition, in a closed container, between certain locations and a place of formal hunting.

RELATING TO HUNTING. Requires the department of land and natural resources to establish a statewide program, in cooperation with licensed hunters, to reduce the population of feral ungulates on public lands; requires reports to the legislature prior to the convening of the regular sessions of 2013 and 2014.

RELATING TO OCEAN RESOURCES. Deletes the "one-gallon per person per day" exception to the prohibition against the removal of sand and other beach or marine deposits, except for materials inadvertently taken, such as those carried away on the body, clothes, toys, recreational equipment, and bags.

RELATING TO MARINE LIFE. Establishes a special fund for the marine life conservation program, and authorizes the collection of user fees for marine life conservation districts.

RELATING TO GROUNDED VESSELS. Authorizes the Department of Land and Natural Resources to assume control of and remove a vessel grounded on a coral reef or in imminent danger of breaking up if the vessel cannot be removed by the owner within twenty-four hours of the grounding.

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST DAM AND RESERVOIR OWNERS. Allows the authorization of special purpose revenue bonds to assist dam and reservoir owners.
