Establishes and directs a task force to coordinate and consolidate state long-term care programs and services.  Establishes the position of deputy healthcare transformation coordinator.  Appropriates funds.

RELATING TO HEALTH CARE.

Establishes the residential care facility reform task force until 6/30/2013 to determine the feasibility of a single agency overseeing all aspects of residential care facilities in the State.  Report to the legislature.

Appropriates funds to the department of human services to match the federal medicaid disproportionate share hospital allowance allocated to the State.

RELATING TO HUMAN SERVICES.

Establishes a pilot project for a communal home dialysis center in the Federated States of Micronesia that will use medicaid funds with matching private funds to finance, construct, and operate the facility.  Effective July 1, 2012.

RELATING TO HEALTH.

Appropriates moneys to community health centers for the provision of direct health care for the uninsured, including those who will be disenrolled from the medicaid QUEST program pending eligibility changes in April 2012.

RELATING TO PUBLIC SAFETY.

Requires the Hawaii paroling authority to establish a medical release program for inmates who are permanently and totally disabled, terminally ill, or geriatric and pose no public safety risk. Request the department of public safety to assess and refer inmates to the Hawaii paroling authority.  Sets conditions for medical release.

RELATING TO PUBLIC SAFETY.

Requires the Hawaii paroling authority to establish a program for the medical release from prison of ill, disabled, and geriatric inmates.

Appropriates funds to the homeless programs office of the department of human services and the rental housing trust fund.  Appropriates funds to the department of health for substance abuse treatment, mental health support services, and clean and sober housing services.

RELATING TO THE HOMELESS.

Requires the department of health to establish a triage center pilot program that focuses on serving homeless individuals with substance abuse issues or mental illness.  Appropriates funds for the establishment of the triage center and case management services.  Appropriates funds for mental health services and substance abuse treatment efforts.  Repeals 6/30/2015.

RELATING TO THE HOMELESS.

Appropriates funds to the homeless programs office of the department of human services and the rental housing trust fund.  Appropriates funds to the department of health for substance abuse treatment, mental health support services, and clean and sober housing services and the department of human services for a homeless prevention program, rental assistance program, and matching funds for shelter plus care grants.

RELATING TO HOSPITALS.

Establishes the Hospital Sustainability Program into which hospital sustainability fees shall be deposited.  Requires the Department of Human Services to charge and collect a provider fee on health care items or services provided by hospitals.  Effective July 1, 2012, and repealed on June 30, 2013.

RELATING TO PATIENT-CENTERED MEDICAL HOMES.

Defines and establishes patient-centered medical homes and their duties.  Appropriates funds to support qualified patient-centered medical homes as certified by the governor's healthcare transformation coordinator or leadership team.

      Status & Testimony

RELATING TO DISPOSITION OF DEAD HUMAN BODIES.

Repeals the authority of the department of health to deliver or distribute an unclaimed dead human body to a university, hospital, or institution for medical educational and research purposes, and clarifies the responsibilities of the person who has possession, charge, or control of an unclaimed dead human body with respect to gathering and providing information to state agencies.

SB 3052

      Status & Testimony

RELATING TO ADULT RESIDENTIAL CARE HOMES.

Requires facilities that are applying for a license to be a type II adult residential care home in a residential area to: publish notice of their application in a newspaper that circulates in the county in which the facility is proposed to be located; hold an informational hearing in the relevant district; and if also applying for a county permit, notify the department of health of the county application so that the department will invite the county to attend the department's informational hearing.
