Provides for the temporary transfer of interest from certain special funds, revolving funds, and special accounts to the general fund. Subjects special funds, with a few exceptions, to assessments for the central service and departmental administrative expenses. Transfers non-general funds into the general fund. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII.
University of Hawaii; Revenue Bonds
Authorizes the UH Board of Regents to issue an unspecified amount of additional revenue bonds for the purpose of financing the costs of construction or costs of maintenance of university projects. Extends the lapse date of the appropriation of revenue bond proceeds authorized by Act 161, Session Laws of Hawaii 2007, to June 30, 2013. Authorizes the UH Board of Regents to issue additional revenue bonds, and appropriating the same amount in revenue bond proceeds to lapse on June 30, 2015, for the same purpose. Effective 06/30/2020. Highway Safety
Establishes the photo red light imaging detector system program. Authorizes counties to implement the program. Requires fines collected to be paid directly to the county in which the fine occurred. Increases the time to mail a citation to the owner of the vehicle that used a high occupancy lane illegally. Effective July 1, 2020. (HB145 HD2)

RELATING TO RECONSTITUTING SCHOOLS.
Schools; Reconstitution
Allows the Superintendent of Education to reconstitute a public school, except a charter school that has been in restructuring for four or more school years and not advanced significantly toward improving academic performance as determined by a statistical analysis of academic data. Also allows the Superintendent to recommend to the charter school review panel actions that should be taken to reconstitute a charter school that has been in restructuring for three or more school years, and recommend that the charter school review panel revoke the charter school's charter. Effective 07/01/2020. (HB172 HD2)
