HOUSE RESOLUTION

 

 

REQUESTING a REVIEW of THE PERFORMANCE OF THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY AND to DETERMINE THE FEASIBILITY OF TRANSFERRING ITS FUNCTIONS BACK TO THE CITY AND COUNTY OF HONOLULU.

 

 

 


     WHEREAS, in 1976 the Legislature created the Hawaii Community Development Authority (HCDA), a state agency, to plan for and to revitalize areas in need of redevelopment; and

 

     WHEREAS, the Legislature provided HCDA with the authority to determine community development programs, cooperate with private enterprises and the various components of federal, state, and county governments in bringing plans to fruition, and conduct comprehensive planning, regulation, and development activities; and

 

     WHEREAS, in creating HCDA, the Legislature also designated the Kakaako area of Honolulu as HCDA's first Community Development District (District) recognizing its potential for increased growth and development and its inherent economic importance to Honolulu; and

 

     WHEREAS, in 2002, the Legislature assigned redevelopment responsibility for the Kalaeloa District to HCDA; and

 

     WHEREAS, the HCDA has adopted a master plan for both Districts; and

 

     WHEREAS, prior to the creation of HCDA, the city was primarily responsible for overseeing the planning, zoning, and re-development of land within the City and County of Honolulu; and

 

     WHEREAS, this body finds that HCDA is not accomplishing its mission with respect to the Kakaako and Kalaeloa Districts and that HCDA's duties and functions are duplicating those duties of the City and County of Honolulu Department of Planning and Permitting (DPP) at considerable cost to taxpayers and additional regulatory burden to landowners; and

 

     WHEREAS, in light of our current economic situation, this body finds that consideration should be given to streamlining government oversight of the Districts by transferring HCDA's duties to DPP; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, that the Legislative Reference Bureau (LRB) is requested to review the performance of HCDA and determine the feasibility of transferring its functions back to the City and County of Honolulu; and

 

     BE IT FURTHER RESOLVED that LRB is requested to submit a report of its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2010; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Mayor of the City and County of Honolulu, Director of DPP, and Director of LRB.
