HOUSE CONCURRENT

RESOLUTION

 

 

Requesting the state foundation oN culture and the arts to inventory and report to the legislature of the value of all state-owned artwork on display and in storage.

 

 

 


     WHEREAS, the mission of the State Foundation on Culture and the Arts (Foundation) is to promote, perpetuate, preserve, and encourage culture and the arts, history, and the humanities as central to the quality of life of the people of Hawaii; and

 

     WHEREAS, forty years ago, Governor John Burns and a number of other visionary leaders believed that Hawaii's natural beauty should be complemented by artistic beauty to be enjoyed by all our citizens and visitors in public state buildings, such as airports, schools and offices, the state Capitol and later additions, including the Hawaii Convention Center; and

 

     WHEREAS, these leaders persuaded the Legislature to set aside one per cent of all state capital improvement expenditures to buy and commission art for Hawaii's public state buildings, a concept that became known as the art in public places and relocatable works of art programs, a first in the nation that became a model for many other states; and

 

     WHEREAS, the Foundation administers the art in public places and relocatable works of art programs to replace in public state buildings the natural beauty displaced in construction with works of art and, acting with the Comptroller, decides on the specific art objects to acquire and selects artists to commission; and

 

     WHEREAS, the amount spent on commissioned and individual art purchases for the arts in public places and relocatable works of arts programs is carefully monitored by a citizen commission, the Foundation staff, and others in the state administration to be sure it is in line with current prices based upon the size, materials and artisanship; and

 

     WHEREAS, while the State is conducting revenue studies, cost saving measures, and asset management in today's challenging economic times, it is vital for the Foundation to inventory and determine the value of all artwork, art pieces, and collections owned by the State; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Legislature requests that the State Foundation on Culture and the Arts conduct an inventory and valuation of all state-owned artwork, art pieces, and art collections, whether on display in public places or in storage; and

 

     BE IT FURTHER RESOLVED that the State Foundation of Culture and Arts is requested to submit a report of its findings regarding the inventory and valuation of state-owned art no later than forty-five days prior to the convening of the 2010, Regular Session of the Legislature; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the State Foundation on Culture and the Arts and the Comptroller.
