A BILL FOR AN ACT

 

 

relating to the state capitol building.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that currently the state capitol building is in a transition period as more of the daily operations, such as legislative hearings and public meetings, rely on digital transmission.  As a result, much time and effort are expended in using a contractor to manually wire each conference room of the state capitol for video broadcasts.  This temporary wiring also creates safety hazards during crowded hearings, and it is particularly difficult for the disabled to navigate over cords and wires in the halls and hearing rooms.      The legislature further finds that updating the wiring and digital access in all public rooms in the capitol building would save money, which can be used instead to enhance public programming, as well as increase safety and ease of use for the public.

     The purpose of this Act is to appropriate moneys to upgrade and enhance the wiring in the public rooms of the state capitol building to increase digital access and to improve safety and ease of use by the public.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $80,000 or so much thereof as may be necessary for fiscal year 2008-2009 to upgrade and enhance the wiring in the public rooms of the state capitol building, including the conference rooms used for public hearings, the capitol auditorium, and both chambers, to increase digital access and to improve safety and ease of use by the public.

     The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2008.
