Description:

Appropriates funds for a workforce academy liaison within the department of education to coordinate efforts to provide career exploration, awareness, and mentoring for students.  The liaison would also work with the business community and the department of business, economic development and tourism to identify future economic growth areas and emerging industries and work to establish academies to ensure that there are skilled workers for these fields.

A BILL FOR AN ACT

 

 

making an appropriation for a workforce academy liaison in the department of education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that, currently, a number of different academies ranging from health care to tourism exist in our public school system to provide students with the opportunities to identify and excel in career paths of their choice.  The legislature further finds that to maximize and expand upon the overwhelming success of many of these programs, there needs to be an individual within the department of education that focuses on bringing all of these programs together and providing the programs with the technical support they require.

     The purpose of this Act is to appropriate funds for a workforce academy liaison to assist the department of education in coordinating efforts with the various academies within the State to provide students with career exploration, awareness, and mentoring.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, for a 1.0 (FTE) workforce academy liaison position within the department of education to assist the department of education in coordinating efforts with the various academies within the State to provide students with career exploration, awareness, and mentoring; provided that the duties of the workforce academy liaison shall include:

     (1)  Serving as a liaison between the department of education and all existing and future academies in schools throughout Hawaii;

     (2)  Identifying future workforce need areas, such as nursing, teaching, science and technology, and agribusiness;

     (3)  Working to establish new academies to support growth in workforce need areas;

     (4)  Interfacing with the business community within academy areas to determine what skill sets are necessary and to create mutually beneficial relationships between the academies and businesses, including the development of paid internships and facilitating job opportunities; and

     (5)  Assisting the academies with curriculum integration and other department of education functions.

     The sums appropriated shall be expended by the department of education.

     SECTION 3.  This Act shall take effect on July 1, 2007.
