HOUSE RESOLUTION

 

 

REQUESTING A STUDY TO DETERMINE THE FEASIBILITY OF IMPLEMENTING A MULTIMEDIA ACCELERATED LEARNING TECHNOLOGY PILOT PROGRAM IN PUBLIC SCHOOLS.

 

 

 


     WHEREAS, Hawaii is moving away from an economy based primarily on agriculture and tourism; and

 

     WHEREAS, the Legislature supports diversifying Hawaii's economic base to include industries such as the high technology, life sciences, film and commercial production, diversified agriculture, energy, and technology-related industries; and

 

     WHEREAS, as Hawaii focuses on these sectors, its businesses will need qualified, educated, and trained employment candidates from within our state; and

 

     WHEREAS, the Legislature finds it imperative that our students receive the best public education, training, and preparation possible to meet this growing demand; and

 

     WHEREAS, many of Hawaii's public schools are not measuring up to state and federal educational standards, based on their performance on Hawaii State Assessment and No Child Left Behind tests; and

 

     WHEREAS, multimedia accelerated learning technologies have been successfully implemented in school systems across the country, including Michigan, Nevada, and California, improving student test scores and retention levels; and

 

     WHEREAS, educational retention studies have shown that people retain only 20 percent of what they see, but remember as much as 80 percent of what they see, hear, and do simultaneously; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, that the Department of Education (DOE), in consultation with the Board of Education and University of Hawaii at Manoa College of Education, is requested to conduct a study to determine the feasibility of implementing a multimedia accelerated learning technology pilot program in the public schools; and

 

     BE IT FURTHER RESOLVED that DOE is requested to submit to the Legislature no later than 20 days prior to the convening of the Regular Session of 2008, a preliminary report to include:

 

     (1)  Recommendations on establishing a three-year pilot program in six classrooms, to test the impact on student test scores and retention levels when the students are exposed to multimedia accelerated learning technology;

 

     (2)  Recommendations of three technologies from which one will be selected to include in the pilot program;

 

     (3)  A preliminary timetable:

 

          (A)  To purchase or lease the technology to outfit six classrooms for the pilot program;

 

          (B)  To renovate, if necessary, the six classrooms that will participate in the pilot program;

 

          (C)  To train faculty and staff on use of the technology; and

 

          (D)  To transfer current curriculum into whatever format necessary to incorporate the technology;

 

     (4)  Projected costs, including costs to:

 

          (A)  Purchase or lease the technology to outfit six classrooms for the pilot program;

 

          (B)  Install the technology;

 

          (C)  Train faculty and staff on use of the technology;

 

          (D)  Maintain and/or upgrade the technology; and

 

          (E)  Expand the pilot program to additional classrooms statewide;

 

     (5)  Federal funding options to finance the costs of the pilot program and recommendations for action steps to take;

 

     (6)  Projected changes in student test scores on national standardized exams; and

 

     (7)  Suggestions for establishing a research project at the University of Hawaii at Manoa College of Education to study the reasons why standardized test results may be affected by exposing students to the technology;

 

and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Education, Superintendent of Education, and the Dean of the University of Hawaii at Manoa College of Education.
