HOUSE RESOLUTION

 

 

URGING THE hawaii state LEGISLATURE and the governor TO respect CHILDREN'S RIGHTS WHEN ENACTING LEGISLATION RELATED TO CHILDREN.

 

 


     WHEREAS, people less than eighteen years of age often need special care and protection that adults do not; and

 

     WHEREAS, a child, for the full and harmonious development of the child's personality, should grow up in a family environment, in an atmosphere of happiness, love, and understanding; and

 

     WHEREAS, a child should be fully prepared to live an individual life in society, and brought up in the spirit of peace, dignity, tolerance, freedom, equality, and solidarity; and

 

     WHEREAS, standards in health care, education, and legal, civil, and social services should be set to protect children's rights; and

 

     WHEREAS, the Legislature recognizes that children of this State are entitled to certain rights, which include:

 

     (1)  A guarantee of a safe and nurturing environment;

 

     (2)  A nutritious diet;

 

     (3)  Adequate shelter and clothing;

 

     (4)  Quality health care;

 

     (5)  Quality public education;

 

     (6)  Privacy and freedom of expression;

 

     (7)  Freedom from intimidation and coercion;

 

     (8)  Protection against slave labor and other unfair labor practices;

 

     (9)  Protection from maltreatment; and

 

    (10)  A clean environment; and

 

     WHEREAS, the Legislature and the Governor should advocate for and take appropriate legislative measures to protect children's rights, to help meet children's basic needs and to expand children's opportunities to reach their potential; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, that the Legislature and the Governor are urged to respect children's rights when enacting legislation related to children; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the House of Representatives, the Speaker of the House of Representatives, and the Governor.
