RELATING TO ETHICS.

Provides for mandatory ethics training for legislators, elected members of the board of education, governor, lieutenant governor, executive department heads and deputies, and trustees of the office of Hawaiian affairs. (HB680 SD1)

RELATING TO PUBLIC SAFETY.

Provides security for the governor and lt. governor and their families; provides discretionary security for present or formerly elected or appointed public officials. Permits the director of public safety to determine the level of security provided by the executive security officers. (SD1)

RELATING TO PAIN PATIENT'S BILL OF RIGHTS.

Gives rights to pain patients; authorizes prescribing medically necessary controlled substance to treat severe acute or severe chronic pain; allows refusal to prescribe but allows referral of patient to doctors who use opiates for pain management; authorizes board of medical examiners to establish pain management guidelines. (SD2)

RELATING TO HABITUAL OPERATION OF A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT.

Requires habitual DUI offenders to pay a driver education assessment, to be assessed for substance abuse or dependence, and to obtain treatment if necessary. Prohibits issuance of new license to habitual DUI offender until period of license revocation expires. Permits court to order offender to reimburse cost of blood or urine testing. Adds conforming references to habitual DUI offenders to use of intoxicants law. Effective 9/1/04. (SD2)

RELATING TO GUARDIANSHIP AND PROTECTIVE PROCEEDINGS.

Replaces existing provisions in Probate Code relating to guardianship of the persons and property of minors and incapacitated persons with the Uniform Guardianship and Protective Proceedings Act. (SD2)

RELATING TO APPELLATE JURISDICTION.

Amends appellate jurisdiction of the supreme court and the intermediate appellate court changing the supreme court's jurisdiction to appeals by writ of certiorari or transfer from the intermediate appellate court. Repeals criteria for assigning appeals. Requires most appeals to be filed with the intermediate appellate court instead of the supreme court. Appoints a task force to review the changes and make recommendations for implementation. (SD1)

RELATING TO EDUCATION.

Exempts, for 10 years, retired DOE teachers holding a teaching license from any prerequisite coursework that the department requires of other substitute teachers. Proposes a Constitutional amendment which would require local school boards to be elected from at least 4 school boards as provided by law.

RELATING TO PROCUREMENT.

Establishes that the recommendations of a procurement selection committee cannot be overturned without due cause. Establishes that debarment and suspension are to be reserved for egregious acts against governmental bodies and the procurement code; allows AG to waive requirements for offerors; repeals ch. 103D exemptions from procurement code. (SD1)

RELATING TO TRANSPORTATION.

Requires the department of human services to establish a medical discount taxi program for seniors and disabled individuals with limited incomes and who are not wheelchair bound; program shall provide transportation to enable participants to receive necessary medical care and such other services for which federal funds may be available.

RELATING TO ECONOMIC DEVELOPMENT.

Reinstates the Hawaii capital loan revolving fund scheduled to be repealed 7/1/04; allows loans for businesses threatened by military base realignments and closures. (SD1)
