Prohibits the use of nets to fish in Kahului harbor.

RELATING TO DRIVING UNDER THE INFLUENCE OF AN INTOXICANT.

Allows forfeiture of motor vehicle if driver's alcohol level is .20 or greater.

RELATING TO TRAFFIC ENFORCEMENT.

Authorizes forfeiture of motor vehicle if operated 30 miles per hour or more in excess of speed; provided that court may not order forfeiture if vehicle was stolen.

RELATING TO MOTOR VEHICLE DRIVER LICENSING.

Allows for reciprocity of motor vehicle driver licensing.

RELATING TO CRUISE SHIPS.

Establishes standards for the discharge of treated sewage, graywater, other wastewater, and air emissions from cruise ships and commercial passenger vessels into the marine waters of the State. Prohibits the discharge of untreated sewage from commercial passenger vessels into the marine waters of the State. Provides for recordkeeping and monitoring.

RELATING TO TRANSPORTATION.

Requires the Department of Business, Economic Development, and Tourism to establish economic measures that will guarantee no less than $80 million in new, annualized income to assist with the costs of building a light rail system.

RELATING TO TRANSPORTATION.

Directs the Department of Transportation, in cooperation with the Stadium Authority and the City and County of Honolulu, to establish a park and ride pilot project at the Aloha Stadium.

RELATING TO PASSENGER RESTRAINT DEVICES.

Repeals provision in seat belt law exempting vehicles based on number of seat belt assemblies.

RELATING TO AIRLINES.

Establishes a tax credit for airlines with flight crews based within the State of Hawaii.

RELATING TO TRAFFIC INFRACTIONS.

Requires owner/lessor of leased vehicle cited for parking violation to provide to court having jurisdiction, within 60 days, name and address provided by lessee. Requires court to impose $5 fee on lessor, in lieu of holding lessor responsible for citation, where lessor does not provide the information within 60 days.
