RELATING TO CONTROLLED SUBSTANCES.

Transfers administration of medical marijuana program from the department of public safety to the department of health. Changes certain definitions and procedures to make the program more efficient and easier for seriously ill patients.

MAKING AN APPROPRIATION FOR HAWAIIAN LANGUAGE IMMERSION PROGRAMS.

Makes a $1,500,000 appropriation to Hawaiian language immersion programs.

RELATING TO NEW CENTURY CONVERSION CHARTER SCHOOLS.

Establishes a means for nonprofit organizations to establish a Hawaiian medium in new century charter schools.

Establishes a noncontiguous host culture charter school district under the board of education to be monitored by a host culture district council as a 5-year pilot demonstration project.

Allows the department of education and the board of education to hire attorneys other than the attorney general, to provide legal services for the department of education, the board of education, and the Hawaii state public library system.
