A BILL FOR AN ACT

 

MAKING AN APPROPRIATION TO BUILD A FRUIT FLY IRRADIATION TREATMENT PLANT ON OAHU.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that a fruit fly irradiation treatment plant is necessary for the export of fruits and vegetables grown on Oahu. Presently, there are only two treatment plants in Hawaii -- one on the Big Island and another on Kauai, which is on the brink of closure. Without an irradiation treatment plant on Oahu, farmers face the added expense of shipping their produce to the Big Island for treatment before it even arrives at the point of sale. A treatment plant on Oahu would lower costs for farmers and consumers and boost the local economy by supporting the growing diversified agriculture industry.

The purpose of this Act is to appropriate funds to build a fruit fly irradiation treatment plant on Oahu.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2003-2004, and the same sum, or so much thereof as may be necessary for fiscal year 2004-2005, for the purpose of constructing a fruit fly irradiation treatment facility on Oahu.

SECTION 3. The sums appropriated shall be expended by the department of agriculture for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
