A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the sum of $1 or so much thereof as may be necessary for fiscal year 2004-2005 for a program to be known as the "parent project" and administered by the department of education's parent-community networking centers, and which shall provide training for parents on effective prevention and intervention techniques for changing the destructive behavior of strong-willed and out-of-control adolescents; provided that:

(1) In implementing the parent project, the department of education shall give first priority to upper elementary and middle school grade levels, and second priority to high school grade levels, to emphasize early prevention and intervention;

(2) Moneys appropriated for the parent project may be used for parent facilitator training, facility rental, stipends, and other costs related to the implementation of the parent project as authorized by the superintendent of education; and

(3) Moneys appropriated for the parent project shall not be used to increase the current number of funded parent-community networking center schools allotted to each departmental school district.

The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 2. This Act shall take effect on July 1, 2004.
