A BILL FOR AN ACT

 

RELATING to small boat harbors.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that small boat harbors are centers of economic activity, and, as such, must be managed and operated in a manner to facilitate recreation, commerce, responsibility, and accountability. The purpose of this Act is to further the work of the task force in the department of land and natural resources created by Act 160, Session Laws of Hawaii 1997, to evaluate the feasibility and make recommendations concerning the establishment of a community-based management program for one or more state small boat harbors, by requiring the department to establish the future direction, including a master plan, for publicly owned small boat harbors statewide.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2001-2002, for the department to establish the future direction, including a master plan, for publicly owned small boat harbors statewide. The department shall report its findings and recommendations, including the contents of the master plan and any implementing legislation, to the legislature no later than twenty days before the convening of the 2002 regular session.

SECTION 3. The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2001.
