A BILL FOR AN ACT

 

relating to governmental employee organization meetings.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The purpose of this Act is to clarify that informational and educational meetings conducted by governmental employee organizations, as authorized under section 76-102, Hawaii Revised Statutes, may not include any partisan political activity.

SECTION 2. Section 76-102, Hawaii Revised Statutes, is amended to read as follows:

"§76-102 Meetings. Each department shall permit its employees to attend informational and educational meetings conducted during working hours by duly recognized governmental employee organizations, provided that these meetings shall permit the attendance of members and nonmembers and shall be scheduled for periods of not more than two hours once every three months at times which do not interfere with the normal operations of the respective departments. The scope of these meetings shall be limited to the informational and educational needs of the employees and shall not include any partisan political activity."

SECTION 3. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun, before its effective date.

SECTION 4. New statutory material is underscored.

SECTION 5. This Act shall take effect upon its approval.
